On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. OCEANSIDE, Calif. (KGTV) – A father and his young son were hospitalized after a fire erupted at their mobile home in Oceanside.The fire was reported Tuesday at around 10:30 p.m. at a mobile home park on 251 Blue Springs Lane, according to Oceanside Fire officials.Witnesses told ABC 10News that the blaze started in the back of a mobile home, trapping a man and his son inside.As flames engulfed the home, some neighbors tried to put out the fire by spraying water from garden hoses.However, one neighbor heard banging coming from a window and a call for help. That neighbor got to the window, smashed it, and was then handed the boy by his father. Moments later, the neighbor helped the father crawl through the broken window.Responding firefighters were able to knock the fire down within 20 minutes. No other homes appeared to have been damaged by the blaze.ABC 10News learned the child was airlifted to Rady Children’s Hospital after suffering smoke inhalation.The boy’s father was transported by helicopter to UC San Diego’s Burn Center with burn injuries and cuts from the broken window.The cause of the fire is under investigation. 1146

OCEANSIDE, Calif. (CNS) - A 23-year-old man was behind bars Friday on suspicion of using a pellet gun to break the window of an Oceanside business that had put up a sign supporting the Black Lives Matter movement, police said.Steve Soto, 23, of Carlsbad allegedly drove by Bliss Tea & Treats, 301 Mission Ave., around 7:10 p.m. on June 4, then fired a pellet gun out the window of his vehicle, shattering a window at the business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.Surveillance video helped detectives identify the vehicle used in the crime and Soto, who was arrested Wednesday evening at an undisclosed location, the sergeant said.Soto was booked into the Vista Detention Facility around 7:40 p.m. Wednesday on suspicion of vandalism, attempting to dissuade a victim or witness from testifying and assault with a deadly weapon, according to jail records.The assault allegation stems from an incident during which Soto is accused of shooting a disabled man in the face with a pellet gun, McKean said.Soto was being held in lieu of ,000 bail pending arraignment, scheduled for July 31. 1250

(KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College.The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez.Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%.
