SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." "It's very important to vote, but it's also very important to be an informed voter," Reaser added. 2698

Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet. SAN DIEGO (KGTV) -- The California Department of Public Health is warning the public after a recall was issued for nearly 50,000 pounds of sausage products due to contamination.According to the department, the products may contain pieces of white, hard plastic. Eddy Packaging Co. Inc. recalled the smoked sausage products due to the contamination.The products were sold at Walmart stores in San Diego, Chula Vista, National City, Oceanside, Poway, Santee and La Mesa.The products being recalled have the establishment number "EST. 4800" inside the USDA mark of inspection. The products were also shipped to food service and retail locations in Georgia, Illinois, New Mexico, Oklahoma and Texas. So far, there have been no reports of illness due to the products. Check below for a list of products or click here for a full list of locations where the products were sold: 888

  

SAN DIEGO (KGTV) - The father whose two children died in a Rancho Bernardo home fire in 2017 was found guilty on all counts Monday. Jurors found Henry Lopez guilty of two counts of child endangerment, recklessly causing a fire causing great bodily injury, and two counts of involuntary manslaughter in the death of his two children.Prosecutors argued Lopez fell asleep with a lit cigarette, starting the fire that killed 7-year-old Isabella and 10-year-old Cristos and destroyed his condominium. Lopez’ attorney said a defective cell phone was the likely ignition source. Lopez woke up to find his home on fire and tried to escape but passed out from smoke, investigators said. Firefighters later found him and took him to the hospital. Deputy District Attorney Kyle Sutterley said Cristos died of burns to more than 80 percent of his body and Isabella died of smoke inhalation. "A parent has a responsibility to care for their children, a responsibility to protect their children, and if need be, to sacrifice themselves for their children. And Henry Lopez, on Oct. 28, 2017, he failed his children, and as a result, one of them burned to death, and one of them went to sleep and never woke up,'' Sutterley said in his closing argument. Lopez faced up to 16 years and 8 months in prison. 1296

  

SAN DIEGO (KGTV) - The aunt of a Marine who was rescued after an amphibious assault vehicle accident Thursday off the coast of San Clemente Island says he is recovering well.Catrina Tomamichel said her nephew Dallas, 22, drowned before his brothers in arms rescued him."They pulled him out of the water, my understanding is there is someone, I don't know their name but I want to say thank you, they gave him CPR," says Tomamichel.She said he was airlifted to the hospital and he's now recovering at Balboa Naval Medical Center. She said he is able to walk and already asking to go back to work. RELATED: Service members in deadly Southern California amphibious assault vehicle accident identified"God has just been amazing, it is nothing less than a miracle that he'd doing as well as he is," Tomamichel said, though she's concerned about the blood they found in his ears.He found out over the weekend nine of his comrades in the AAV did not make it out alive. "We don't know how he's doing since he learned that news, we are really concerned for him... It's pretty difficult to lose your family and they are family," says Tomamichel.Thursday night, five Marines were rescued after the training accident and are back on their assigned ship. The Navy is using their Remote Operated Vehicle to continue the search for the AAV and the victims. In a tweet, the First Marine Expeditionary Force said they, "mourn the loss of the 7 Marines and a sailor of the 15th MEU. To not have all the answers right now is heartbreaking." "We are devastated for them and we are praying for them," Tomamichel said. "We never thought that this would happen, but you know what?
