SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618

SAN DIEGO (KGTV) -- Another report of BB gun vandalism, this time in Mission Hills, has police warning residents all over San Diego to be alert. The latest report of vandalism came Thursday at a string of businesses in Mission Hills along the 4000 block of Pacific Highway. Pictures of the area show holes in glass and workers boarding up large windows damaged by the vandals. Wednesday night, police sent out a news release stating the suspects are believed to have fired BB gun pellets, causing damage to vehicle windows or store windows. Previous incidents were reported between June 24 and July 8 in the late evening and early morning hours. SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. He also has a long gray and white goatee.Anyone with information on Vargas' whereabouts is asked to call 911 immediately. 1276

  

SAN DIEGO (KGTV) -- Crews were able to extinguish a fire in Clairemont Friday afternoon reportedly started by a crash. According to California Highway Patrol, the blaze started on Boyd Avenue near Genesee Avenue. San Diego Police say at 5:24, a suspect hit several vehicles on Balboa and Mount Alifan Drive before taking off. RELATED: Check today's San Diego County forecastThe suspect then lost a tire, creating sparks and starting the blaze. The suspect was later taken into custody. The fire sparked just as a Red Flag Warning in parts of San Diego County was allowed to expire. 590
