SAN DIEGO (KGTV) — One person was killed and another person was in critical condition following a shooting in Shelltown early Saturday.The shooting was reported at about 1:30 a.m. near Epsilon St. and 42nd St., according to San Diego Police. SAN DIEGO (KGTV) - Police are searching for two men suspected in a downtown San Diego shooting spree that left five people injured Monday night.According to San Diego police, the gunfire was reported just after 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park.Police said four people were in the 500 block of 15th Street, near Island Avenue, when two men dressed in dark clothing approached the group and opened fire.Moments later, and several blocks from the initial shooting scene, a fifth person was shot in the 1800 block of Island Avenue.All five shooting victims suffered what were considered to be non-life threatening injuries, according to police.Police said the suspected shooters were described as black men between 19-25 years old and 6 feet to 6 feet 2 inches tall. The men were last seen fleeing westbound from the area.A witness in the area told 10News that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene. SAN DIEGO (KGTV) -- More than 100 cars pulled out of a downtown San Diego parking lot Wednesday morning hoping to make their voices heard against Proposition 22.Among the caravan -- made up of some local elected officials and workers from various industries -- were many rideshare drivers like Tonje Ettesvoll.Ettesvoll has been an Uber driver for four years, and she said if Prop. 22 passes next month, she will lose income and benefits that are currently protected under state law. If passed, she will be left to rely on what the rideshare companies said they will provide.“A lot of times we spend driving a passenger maybe to a remote area and we have to get back to where we live or where there’s people, and we don’t get paid for that time. And none of the benefit goes towards that time either,” Ettesvoll said.Prop. 22, which is heavily funded by companies like Uber and Lyft, would consider app-based drivers as independent contractors.Al Porce is a driver who supports the measure. If it passes, he said he’ll be able to control who he works for, for how long, and where.“Times are great right now. I’ve been driving all year. I switched over from transporting people to food and groceries. And then I started transporting people again,” said Porce.Opponents of Prop. 22 believe the measure will play a role in deepening racial inequality, citing that 78 percent of this workforce is made up of people of color.Supporters of the measure don’t agree, arguing this measure will keep all who want to work employed with steady income.The caravan is scheduled to stop Los Angeles, Bakersfield, and Fresno before ending in San Francisco. 1648

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156
