Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. The blue lead has increased slightly from eight percentage points in June of this year to an 11 percentage point difference in the most recent poll.Despite Democrats' advantage on that measure, a plurality (48%) in the same poll believe Republicans will maintain control of Congress after the election, compared with 40% who believe Democrats will gain control.Among those who favor the Democratic candidate in their district, 64% say they think Democrats will ultimately win control of Congress, while among those backing Republican candidates, 83% think the GOP will maintain control.Compared to previous elections, 68% of registered voters say they're more enthusiastic to vote in this election than in the past. Registered Democrats and Republicans report being more excited to vote at similar levels, with 70% and 68% saying so, respectively.However, Democrats have taken a much higher leap in enthusiasm vs. 2016 than Republicans. DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. DETROIT LAKES, Minn. — Tillie Dybing is what many would call a survivor. At 107, she has survived two pandemics: the 1918 flu pandemic and most recently recovered from a bout with COVID-19. And at 95, she beat cancer.Since 2015, Dybing has lived at the Ecumen Detroit Lakes community home in Detroit Lakes, Minnesota.Recently, officials at the community home had two reasons to celebrate Tillie: she turned 107 and also survived her battle with the coronavirus."What an amazing story about an amazing woman!" officials from the community home said in a Facebook post.
