OCEANSIDE, Calif. (KGTV) — Since 1975, the Oceanside Senior Citizens Association has been serving hot meals to North County seniors in need. Due to financial hardships, that will end after Dec. 28."Our program has skyrocketed, we have a lot of seniors that are below poverty level, they have no family, they have no finances," Executive Director Sylvia Spears said. "Our meal is sometimes the only meal they get for the day and we ask for a donation only, we never turn anybody down if they can’t make a donation."Spears says the program is funded by senior donations, the county, and grants. However, she says senior donations have dropped 75 percent and they now have more clients than ever. Spears says the nonprofit asked the City of Oceanside for help, requesting an additional ,000 a month. The city could only offer half of that."I had to realize that we just couldn’t go on anymore and that’s hard because I know what these meals mean to these seniors," said Spears. Despite the nonprofit shutting down, the city says it’s committed to ensuring there’s no gap in services."Those who’ve been participating in the nutrition program will continue to have access to that here at the Senior Center as well as within their homes if they choose to do so," said Mark Olson, Parks and Recreation Division manager for Oceanside.Olson says they are working closely with the county to bring in another meal provider. 1423

Notre Dame became the second college this week to cancel in-person classes and move online because of a spike in coronavirus cases on campus.During an address to students Tuesday, Notre Dame President Rev. John Jenkins said the spike was likely from off-campus gatherings in the last week, according to the school’s contact tracing efforts.Every student at Notre Dame, roughly 12,000, was tested before they returned to campus to start class on August 10, and there were just 33 students who tested positive according to the school.Just a week later, on Monday, of 927 students who were tested, 147 were positive for the coronavirus.“For at least the next two weeks we will move undergraduate classes to remote instruction, close public spaces on campus, and restrict resident halls to residents only,” Rev. Jenkins told students.Students living off-campus are urged to remain there and only allow roommates into their dwelling.Rev. Jenkins also said student gatherings will be limited to only ten people. The previous limit when school started last week was 20 people.“If these steps are not successful, we will have to send students home,” Rev. Jenkins said.The University of North Carolina also announced this week they would be transitioning to remote learning following a spike in positive coronavirus tests on campus.The university reported 129 confirmed COVID-19 cases last week, and a jump in its positivity rate from 2.8% to 13.6%. The university said it has tested 954 students with 177 in isolation and 349 in quarantine. The university said that most of the infected students have mild symptoms.Also on Tuesday, Michigan State University pushed back their start date and announced they will be doing remote learning as well. In a statement posted by MSU's president, the school did not cite a specific spike in their area, but rather what they are seeing at other institutions as they return to campus. "It has become evident to me that, despite our best efforts and strong planning, it is unlikely we can prevent widespread transmission of COVID-19 between students if our undergraduates return to campus," the statement from President Samuel Stanley Jr., M.D., reads. OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

  

OCEANSIDE (KGTV) - It’s been nine months of physical therapy since a great white shark attacked Keane Webre-Hayes. “My love of the ocean is much more than my fear of sharks.” Webre-Hayes tells 10News. He’s been determined to get back into the ocean. While it’s been a long process, he finally made it out spearfishing. Josh Fleming owns Meric Spearfishing in Oceanside, he has been helping get Webre-Hayes ready to dive back into the ocean. “He gave me a gift certificate saying whatever it costs and he got me all geared up.” Fleming gave Webre-Hayes a new diving suit, speargun and other gear to help him prepare for his spearfishing adventures. Webre-Hayes was attacked by the great white shark during his first time lobster diving. He underwent hours of surgery, got one thousand stitches and has continued months of physical therapy. He’s been through intensive therapy at Equinox and Nakoa in Carlsbad. “I love the ocean it’s my second home basically.” Webre-Hayes tells 10News. The shark broke the top of his humorous, tore off his rotator cuff, broke the scapula in three different places and he’s missing parts of his deltoid and lateral muscles. Webre-Hayes tells 10News, “It was a gnarly bite and its crazy that I’m going to be throwing out the first pitch at the Padres game.” Before spearfishing came baseball. He was a left-handed pitcher until his left side was attacked back in September. Nine months later, he’s living out his dream of throwing out the first pitch at the Padres game Tuesday night. “My wish came true just didn’t find the best way to get it.” Webre-Hayes is looking forward to the evening surrounded by his team from Rady Children’s, his physical therapists and Fleming. 1713

  

OAKLAND, Calif. (AP) — An orphaned mountain lion cub who was badly burned in a Northern California wildfire is being treated at the Oakland Zoo after being rescued. The zoo says a firefighter rescued the four- to six-week-old cub Wednesday from the Zogg Fire. The cub, who weighs less than 4 pounds, had his whiskers singed off and his paws badly burned. He was given antibiotics, pain medications and a milk formula for kittens. A vet at the zoo says he's eating on his own and acting “feisty," which are both promising signs of recovery. 547
