BOGOTA, Feb. 16 (Xinhua) -- Visiting Chinese Vice President Xi Jinping and his Colombian counterpart Francisco Santos agreed here on Monday that bilateral cooperation is to be strengthened as several agreements were signed.     During talks with Santos, Xi said China and Colombia should continue the deepening of mutual political trust and exert efforts to increase cooperation in terms of commerce and investment. BEIJING, March 2 (Xinhua) -- China's top political advisory body is to start its annual session Tuesday, with the focus on addressing global financial crisis. The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) will open Tuesday afternoon and last nine days, said spokesman for the session Zhao Qizheng at a press conference Monday.     The session's secretariat said political advisors have submitted 296 proposals as of 5 p.m. Monday, with economy, employment and infrastructure being the main concerns as the global financial crisis unfolded. SHENYANG, Feb. 18 (Xinhua) -- A senior Party official on Tuesday called for all-out efforts to safeguard fairness, justice and social stability, through improving the political and legal work and developing the law-enforcement sector.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks at a workshop on political and legal work and safeguarding stability in northeast China, held in Shenyang, the capital of northeastern Liaoning Province.     Zhou, who also heads the Central Political Science and Law Commission (CPSLC) of the CPC, made an inspection tour of the three northeastern provinces of Heilongjiang, Jilin and Liaoning from Feb. 11-16 and attended the workshop on Wednesday.     The senior Party official urged local authorities, political and legal departments in particular, to implement central government's policies and integrate their efforts to safeguard social stability with efforts to achieve economic development.     "Social stability relies on economic development," he said.     Zhou told local authorities to conduct an assessment on social risks before deciding on a new policy. Officials should visit communities and villages to hear complaints from the people and learn about people's will, so as to resolve contradictions and disputes at the grassroots level, he said.     The official urged leading officials and law-enforcers to play a role in protecting the dignity and authority of socialist legal system.     "Every citizen must express their will and protect their rights in a reasonable and lawful way, so as to jointly safeguard the general stable situation of reforms and development," he said.     Law-enforcement must always give top priority to the Party's cause, the people's rights and interests, and the Constitution and law, Zhou said. He urged law-enforcers to be a guard for the safety of people's life and properties as well as social fairness and justice.     The workshop was presided by Minister of Public Security Meng Jianzhu, who is also a state councilor and deputy secretary of the CPSLC.     Wang Shengjun, president of the Supreme People's Court, also spoke at the workshop.

  

BEIJING, March 3 (Xinhua) -- A Taipei court has rejected here Tuesday former Taiwan leader Chen Shui-bian's appeal against his detention and ordered that he be held in custody for a further two months, starting on March 26.     According to the island's law, a defendant whose maximum, basic, potential sentence is below ten years should not be held for more than three months during trial. If necessary, courts can prolong the detention for no more than two months every time. The detaining period can be prolonged for at most three times.     However, Chen Shui-bian was accused of many corruption charges and his most severe basic sentence could be life, which made the court consider prolonging his detention more than three times.     Chen was first detained on Dec. 30, 2008.     According to the resolution made Tuesday by the Taipei court, the charges against Chen were very severe, and he had repeatedly disturbed the judicial procedure to protect himself and delay the litigation.     "Under the current circumstances, it will be very hard to hold more trials if Chen Shui-bian is not detained," the court said in the resolution.     It added that since Chen was likely to destroy or change evidence and collude with witnesses, it wouldn't be effective enough to confine his living compared to detention. "Thus Chen's appeal for repealing the detention was rejected," it said.     Chen and his wife are accused of taking bribes worth 100 million New Taiwan dollars (29 million U.S. dollars) and 6 million U.S. dollars in a corporate land procurement, and the couple are also allegedly involved in deceivingly pocketing over 104 million New Taiwan dollars of special funds. Chen and his collaborators are also accused of laundering the illegal income.
