URUMQI, June 14 (Xinhua) -- China is diversifying its methods of importing energy from neighbor countries in central Asia as a train carrying 45 tonnes of liquefied petroleum gas (LPG) from Kazakhstan reached the country's inland port of Alataw Pass on Monday in the northwest Xinjiang region. It also marked the first time China imported energy from central Asia using railroads, rather than pipelines, since the founding of new China back in 1949."Central Asia is rich in oil and gas. China's state-owned oil giant CNPC has made large investments in recent years to purchase and explore resources in the region," said Gao Hongbo, general manager of a privately-run logistics and financial services company based in Xinjiang Uygur Autonomous Region."Oil and gas could be transported through pipelines but the liquefied gas, obtained as a by-product from the refining of petroleum, could not be effectively transported due to the product's nature, causing huge waste," Gao said.Gao said the only option is to import the liquefied gas using railways, given current circumstances. But China's railways use the standard gauge (distance between rails at 1,435 mm), which is different from its Central-Asian neighbors' broad rail gauge (distance above 1,435 mm), and special lines need first to be built for the mass importing of LPG.Gao said his company has so far spent 300 million yuan (44 million U.S. dollars) in building nine broad-gauge rails and six standard gauge rails in Alataw Pass. These lines are expected to import 50,000 tonnes of LPG this year. The company plans a total of 21 lines to be built, and the annual capacity of these lines is expected to reach 200,000 tonnes of LPG during the next three years. These lines, when completed, will also be used to import 500,000 tonnes of oil each year and 2.5 million tonnes of commodities and mineral resources from central Asia.

GUIYANG, Aug. 3 (Xinhua) -- Chinese State Councilor Liu Yandong Tuesday proposed that China and the Association of Southeast Asian Nations (ASEAN) study the feasibility of educational integration at a proper time to ensure the supply of skilled people for the development of the China-ASEAN Free Trade Area.Liu, who is also a member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), made the remarks at the opening ceremony of the first China-ASEAN Education Minister Roundtable Conference and the third China-ASEAN Education Cooperation Week in Guiyang, capital of southwest China's Guizhou Province.China and ASEAN should make efforts to integrate their educational resources, remove obstacles preventing student exchanges and encourage the recognition of academic degrees conferred in respective countries, so as to enhance the attraction and competitiveness of higher education in the region, she said."The Chinese government has always attached great importance to educational exchanges and cooperation with the ASEAN nations," she said. The two sides had established a comprehensive partnership of cooperation in education and developed new methods of educational exchanges with regional characteristics.

BEIJING, July 3 (Xinhua) -- Chinese Vice President Xi Jinping met Friday with Daniel Kwelagobe, chairman of Botswana Democratic Party, according to a press release from the International Department of the Communist Party of China (CPC) Central Committee.Xi hailed China-Botswana relationship, saying the two countries have witnessed fruitful cooperation in areas like trade, investment, culture and education, said the press release.Since the CPC and Botswana Democratic Party established party-to-party relations 30 years ago, the two parties have conducted various forms of exchanges, which helped to increase mutual understanding and push forward bilateral relationship.Chinese Vice President Xi Jinping (R Front) meets with Daniel Kwelagobe, chairman of Botswana Democratic Party, at the Great Hall of the People in Beijing, capital of China, July 2, 2010.The CPC would further deepen exchanges and cooperation with the ruling party of Botswana, said Xi.Xi said China would make joint efforts with the African countries including Botswana to lift China-Africa strategic partnership to a new level.Kwelagobe, on his first visit to China since taking office as the party chairman, appreciated China's support for Botswana's development, saying the Botswanian government and ruling party would continue to follow one-China policy.Kwelagobe also spoke highly of the constructive role China has played in international affairs.

BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments. The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee. The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises. The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad. The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks. The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation. This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.

BEIJING, Aug 5(Xinhunet) -- China's machinery industry has rebounded during the first half of this year, but the momentum is likely to slow as the country's economy cools. The machinery industry has grown by 37 percent during the first six months of 2010, with a total output value of 6.59 trillion yuan, according to the China Machinery Industry Federation, a quasi-governmental institution that oversees growth of China's machinery sector. The machinery industry, which has benefited from the government's 4 trillion yuan investment spending spree, enjoyed expansion in large-scale construction projects over the last year. The construction machinery sector reported 54 percent growth during the first half of this year, according to the federation. The strong growth of the industry is based on preliminary statements by several listed machinery companies submitted to the stock exchange.Shanghai-listed Zoomlion Heavy Industry Science and Technology Development Co, which is also planning to launch a listing in Hong Kong, predicted its profit would grow by 50 percent to 100 percent over the first half this year.Sany Heavy Industry Co is also expected to record 85 percent growth this year, according to Ping An Securities. The maker has already reported a growth rate of 170 percent in profit during the first quarter of this year. However, not all machinery industry sectors are reporting the same momentum as domestic demand has decreased this year. New orders in power generation equipment, transmission and substation equipment as well as heavy machinery, have rolled back this year."It is unlikely to see significant growth in the output of power equipment this year and it will probably stand around 117 million kW since the base figure is already huge," according to Cai Weici, vice-president of the federation, adding that China's output of power equipment already makes up half of the world's total."There is also less demand for heavy machinery used in steel production because the industry is eliminating outdated productivity, thus reducing market demand," Cai said.Fixed-assets investment in the machinery industry which has maintained a growth rate of over 40 percent since 2004 slowed down by 27 percent to 79.8 billion yuan, signaling less reserved strength for further growth. In term of exports, the machinery industry will be exposed to several uncertain factors including a more flexible yuan exchange rate as well as rising labor and raw material costs. The federation forecasts the industry's growth rate will be 20 percent in 2010.
