There's a nor'easter roaring toward the East Coast -- and it's a ferocious mix of howling winds, drenching rain, snow and surging waves. The storm is expected to knock out power, flood neighborhoods and destroy homes along the Atlantic coast Friday and Saturday. As the high tide advances, authorities are warning residents of coastal communities to be ready to evacuate."Take this storm seriously! This is a LIFE & DEATH situation for those living along the coast, especially those ocean-exposed shorelines," the National Weather Service in Boston tweeted.Like the nor'easter in January, it could undergo bombogenesis -- or become a "bomb cyclone" -- by dropping at least 24 millibars of atmospheric pressure in 24 hours. Some forecasters predict a sudden pressure plummet Friday evening off the Atlantic coast. Here's what to expect in the next few days:Coastal flooding 881

They’ve been waiting to get married for eight years. What’s another two year wait, right?A Detroit couple has already had to postpone their 500+ person wedding twice this summer due to COVID-19.But things are looking up for Taylor Bishop and Alex Collar. Third time is a charm, hopefully. There are about 6,000 restaurants in Queens County, according to the Queens Chamber of Commerce — and if indoor dining doesn’t resume, up to 3,000 may never open again.“For the last six months, it’s been very hard for everyone in the diner business, in the restaurant business. Especially for us,” said John Thanosopolous, who owns the Atlantic Diner in Richmond Hill. There are now multiple lawsuits against the city and New York state over not permitting indoor dining at city restaurants, despite every municipality around them being permitted to do so.“This is the knockout punch for us. This is the lawsuit. We didn’t want to do this. This is not us. We are workers,” said Rob De Luca, who owns De Luca Restaurant in Staten Island.Mayor Bill de Blasio did not address the status of indoor dining whatsoever during his Tuesday press briefing, though days ago, hinted an announcement could be coming soon.Governor Andrew Cuomo said other cities and towns were allowed to have diners indoors because their compliance was better than New York City’s.Without explicitly naming the mayor, the governor said local enforcement failed when bars were first permitted to re-open months ago. Ultimately that led state government to create a statewide task force of inspectors to take up the issue. But Cuomo said that task force is spread thin.“If you go to indoor dining, you are roughly doubling the number of places that you're going to have to monitor,” said Cuomo. The governor said the city should be pulling resources and inspectors from the NYPD, or from any and all regulatory agencies it has, and until it does, New York City restaurants cannot welcome its customers back inside. That is not what thousands of restaurant owners across the city want to hear.As for De Luca, he believes this disproportionately impacts the most vulnerable in the industry.Mitch Schwartz, the Mayor’s Director of Rapid Response and Deputy Press Secretary, issued this statement Tuesday evening:“Careful public health guidance. Nimble and rigorous inspections. Fair and honest dealing with businesses. That’s how we’ve reopened our economy while keeping COVID-19 rates extremely low, and that’s how we’ll reopen indoor dining if and when it’s safe to do so. Now, we’re continuing to work with the State on a responsible timeline and clear protocols for re-opening. That process is underway – and when it’s over, New Yorkers will know we’ve put their health and safety first.”This article was written by Narmeen Choudhury for WPIX. 2519

There is no question that 2020 has been a rough one for children, but it appears parents are doing what they can to atone for a rancid year.A survey of more than 1,000 parents commissioned by LendingTree found that 71% of parents say they plan to spend more on their children this Halloween to make up for other missed celebrations this year. This comes as many public health experts are encouraging parents to exercise caution this Halloween season as cases of the coronavirus continue to grow throughout the country. While children are generally at a low risk of having coronavirus complications, experts are concerned that children can spread the virus to those at a higher risk. "I think it is safe to say that 2020 has been a stressful year for most Americans. The toll that the coronavirus crisis has taken on the country's physical, emotional and financial health has been nothing short of staggering," said LendingTree's Chief Credit Analyst, Matt Schulz. "Between remote learning, social distancing measures, cancelled vacations, and fewer extracurriculars, parents and children alike have faced a lot of disappointment and unexpected difficulties in 2020. With the uncertainty around Halloween and Trick-or-Treating, it makes sense that parents want to go above and beyond to make the holiday season extra-special, for both their children and themselves."In addition to spending more this year, 79% percent of parents said they have spent more than they can afford on Halloween. Also, 65% say they have made purchases to show off on social media. 1563

TOKYO — Shinzo Abe, Japan’s longest-serving prime minister, says he will resign because a chronic illness has resurfaced. Concerns about Abe’s health began this summer and grew this month when he visited a Tokyo hospital two weeks in a row for unspecified health checkups. Abe has acknowledged having ulcerative colitis since he was a teenager and has said the condition was controlled with treatment. Abe, whose term ends in September 2021, is expected to stay on until a new party leader is elected and formally approved by the parliament.Abe's resignation will mark the end of his second term. He served as prime minister from September 2006 to September 2007 before resigning due to health problems. He assumed office for his second term in December 2012. 767
