SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. Fishermen on the “Prowler” were on their way back from Mexican Waters when their boat collided with a mega-yacht, the "Attessa IV" Friday night. One of the survivors on the Prowler spoke exclusively with 10News about his experience. It was supposed to be a fun overnight fishing trip for father-son duo Hung and Ken Ngo. San Diego County welcomed its first baby of 2019 at 12:04 a.m. Ainhara Abegail Banos was born at Scripps Mercy Hospital in Chula Vista at 7 pounds and 14 ounces. The bundle of joy is 20 inches tall. Her mother, Elizabeth Morales, said Ainhara's three older sisters can't wait to meet her. "They're waiting for her!" Morales said. She joked that her other daughters, however, "wanted a boy."Morales thought she would have a quiet New Year's Eve because the baby wasn't due until the middle of January. While at home, Morales' water broke and her sister brought her to the hospital. Even though Morales has three other children, she said she was still nervous. Even for seasoned veterans of the hospital, the first baby of the year is always exciting."I've been doing this for over 30 years. I still get goosebumps every time a baby is born," said Elizabeth Retts, Director of Maternal Health.Morales and the baby will be discharged tomorrow. 949

In a time like this, there are important tricks to remember to help sort fact from fiction. Lynn Walsh is the Ethics Chair for the Society of Professional Journalists and said social media can be a good place to get information, as long as you know how it works and some red flags to keep an eye on. “Remember that the content that you’re seeing is all based on an algorithm and that algorithm is based on content that you are normally engaging with and the people that you are connected with and engaging with,” she said. She said social media will tailor what you see to who and what you interact with, so a good tool can be getting off apps and going straight to the source. She said to try googling stories to see diverse coverage of the subject and other related stories. She said a tool to tell if an informational post is true is to see if there is a link to more information. If someone just posts a picture or screenshot with facts or information, ask for more. “Hey do you have a link that adds or provides more information? Because the county is not going to post this jpeg image online. There’s going to be a link on a website, it’s going to link back where there’s more information,” she said. She also reminds that social media companies can filter content. She said they each have different policies on how and what they filter. “People say ‘oh it’s my First Amendment right to publish anything I want on these platforms.’ Remember the First Amendment applies to the government censorship of your opinion. It does not apply to businesses, if a business wants to decide to take something down, they can, that is their private platform,” she said. While news outlets and social media platforms are responsible for being accurate, she also pointed out that in an era of sharing posts, people also need to hold themselves accountable.“The third group that has responsibility in misinformation and things spreading, it’s the public. SAN DIEGO (KGTV)- As San Diego County awaits state guidance on how to move forward with reopening different sectors, a local church continues to defy public health orders by operating inside.Under the current public health order, religious services may continue outside with social distancing in place.Awaken Church was sent a cease and desist letter from the county’s public health officer, Dr. Wilma Wooten, for operating inside in July.A month later, the church is defying the health order again by resuming indoor operations on Sunday, August 23, the church’s 15th anniversary. Services and locations are posted on the church's website. A video on the church’s website shows pastors Jurgen and Leanne Matthesius speaking about why they have decided to reopen. The two said it was time to reopen and that “fighting for our religious freedoms and pushing back against government overreach is not only worth the cost; it’s essential.”In the video, the pastors say that the governor and county officials continue to keep churches under strict regulations, which prevents them from meeting the needs of their congregation.“Sadly, we’ve had five people connected to our church that have lost their lives, not from the virus but because of the virus. This was due to many factors, including suicide, drug overdose, and severe neglect from a hospital who was primarily focused on their COVID patients,” said Leanna Matthesius in the video.While county supervisor Nathan Fletcher acknowledged the importance of religious freedom and constitutional rights, he spoke of his frustrations with the church at a county COVID-19 press conference Monday. “It is very frustrating to see an entity that has an avenue to gather that is allowable, that is acceptable, that is much safer, choose to openly defy that in order to expose the members of their congregation to a very dangerous situation,” said Fletcher. “Just gather outdoors, physically distance, and wear a face covering.”Under the county’s public health order, houses of worship can continue to operate if “outdoor services and cultural ceremonial activities may be conducted provided all persons practice social distancing.”A county spokesperson tells ABC 10News that the church isn’t facing additional action from the county as of right now.ABC 10News reached out to Awaken Church for further comment but did not hear back. 2380
