SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. SAN FRANCISCO (AP) — A California state appeals court has thrown out the sole conviction against an immigrant who fatally shot a woman on the San Francisco waterfront in 2015.The 1st District Court of Appeal on Friday overturned a gun conviction against Jose Inez Garcia-Zarate because the judge failed to instruct the jury on one of his defenses.Garcia-Zarate was acquitted of murder in the killing of Kate Steinle, who was on a pier with her father when she was shot in the back in July 2015.The case of Garcia-Zarate, who was in the country illegally and had been deported five times, touched off a fierce immigration debate.He said he unwittingly picked up the gun wrapped in a T-shirt and it fired accidentally.Garcia-Zarate is in custody and facing federal gun charges. 783

San Diego, Calif. (KGTV) - The PGA Tour rolled into La Jolla Monday to prepare for this week's Farmers Insurance Open. Players will have to quickly adjust to the first major renovation at the famed South Course in more than a decade."I can't wait to see them play it and see what their scores are and try to hear some of their comments," Scott Bentley, who helps oversee the City of San Diego Parks and Recreation Golf Division, said while giving 10News a tour of the changes Monday ahead of the tournment.Respected course designer Rees Jones, who helmed the last major renovation to Torrey Pines in 2001, examined advanced analytical data from the 2019 tournament, studying where the pros are hitting their shots. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole. Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. SAN DIEGO, Calif. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored.The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says.The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321
