SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. Inmates are assigned to different facilities or housing units for a variety of reasons, including classification, bed space considerations, medical or mental needs, or issues with other inmates. She's been in business for five years, and says it gets harder each time the calendar turns. "Everybody thinks that because you're close to Petco Park, which is a great location, you're going to make a lot of money," she said. Ahmed says she tried keeping her cafe open during Padre games, but even then the foot traffic couldn't justify it.The East Village Association, which keeps a directory businesses, said in a statement that this part of the evolution of the neighborhood."As the East Village community continues to grow, so to does the sophistication of our businesses housing and residents, which lends to a competitive higher end urban environment, offering a uniquely downtown San Diego experience," the association said. A spokeswoman for the Tilted Kilt, which also closed its Mission Valley location earlier this year, said the owner of the space near Petco Park wanted to go in a different direction.   1502

SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department is increasing staffing ahead of Santa Ana winds expected to swirl around the county to start the work week. On Sunday, 10News got a hands-on tour of Station 14 in North Park. It is one of five San Diego Fire stations with an engine, ladder truck, and now a fully staffed brush truck for the next two days. "Our brush rigs are always able to be covered," San Diego Fire-Rescue Deputy Chief Kelly Zombro said. "We just have to un-staff a rig to move over to it. In this case, those rigs are actually covered right now, and they can all go."Because of the upcoming Santa Ana winds, the Department is staffing 25 additional crew members, specifically for wildfires. While engines and ladder trucks are most commonly used in day-to-day operations, the 0,000 brush truck is on a league of its own."It's imperative that we are able to make access quickly into areas where the engine cannot get into," Fire Engineer, Tim Swanson said. "And that's why we have these brush rigs."Unlike the concrete jungle in New York City, the City of San Diego has many different kinds of terrain. Because of that, in the academy, all firefighters are trained in all three truck types: engine, ladder, and brush.The brush truck has off-road tires, a 600-gallon tank, and specialized tools like backfire canisters, burn-over protection, and this triple hose backpack. The truck may even become a mobile home for the crew. That is why it has comfortable seats and carries household items. "If we're out on a strike team, we are gone for sometimes two weeks at a time with little to no ground support," Swanson said. "So, we need to be self-sufficient for two weeks."Even if fires do not erupt in our area, they are always ready to go."Sometimes, when [Northern California] is asking for help, we have to do it," Deputy Chief Zombro said. "And we just have to up our game down here to make sure we stay covered, and we've always done that."After two days, the department will re-assess to see if they need to continue the increased staffing.
