Previously, House Democrats were pushing a .4 trillion spending package.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. The set of proposals would also include a 0 per week unemployment supplement, which expired at the end of July.“This .2 trillion Heroes Act provides the absolutely needed resources to protect lives, livelihoods and the life of our democracy over the coming months,” Pelosi said in a letter to House Democrats. “It includes new funding needed to avert catastrophe for schools, small businesses, restaurants, performance spaces, airline workers and others.”Last week, chair of the Federal Reserve Jerome Powell endorsed an economic stimulus.“I think we will have a stronger recovery if we can get more fiscal support” from Congress, Powell said.Renewed calls for an economic stimulus come as coronavirus cases are rising to record levels throughout the United States. Poway, Calif., (KGTV)-- The City of Poway's water boil advisory was officially lifted on Friday, but the inconvenience continues for many residents. Tenants of two dozens units at the La Privada Apartments are being evicted suddenly after management discovered rain damage. When it rains, it pours, especially for Poway resident, Allan Moore. "We have a week left," Moore said. "We have to be out by the 15th."Right in the middle of last week's city-wide water boil advisory, he and tenants in 23 other units at the La Privada Apartments were surprised with an eviction notice. It said they must leave the premises and turn in their keys by December 15, 2019. Moore said management explained that the same set of storms that destroyed the city's water system caused the water damage to the units. According to the notice, Moore will get his security deposit, December, and part of November's, rent paid back."I'm very clueless about it right now," Moore said. "And I haven't had hardly any communication."According to law experts, people in Moore's situation do have rights. Laws state that the landlord or property manager must give "reasonable" time for tenants to move out. The specifics of that time frame are in the provisions of the leasing agreement. In Moore's case, the property manager or tenant has the right to terminate a leasing contract if repairs are expected to take longer than 60 days. In this case, management company, Capital Growth Properties, states the repairs could take up to six months. How much assistance the landlord gives, such as finding new or temporary housing, is up to the property manager. Experts told 10News, in some cases, if the management companies own other properties, they may relocate tenants into unaffected, open units. However, Moore says he has not heard of this option from Capital Growth Properties. The rest, such as additional living expenses and food during the inconvenience, is up to their renter's insurance. In the meantime, Moore's house is a mess. "Christmas has kind of been put on hold," Moore sighed. A nutcracker and one sad set of lights are the only signs of the holidays in the usually festive home. "We're just going to have to take it down before Christmas, so we're like, 'let's just stop decorating,'" Moore said. Moore just hopes they find a place soon before they get kicked out. "We are just going to try to play it by ear and take everything one day at a time," Moore said. 10News spoke to the on-call manager at Capital Growth Properties. (KGTV) - Family and friends are preparing to say goodbye to a Poway teen, killed while driving home from college for Christmas break."She always brings a positive vibe wherever she goes. Her smile can really brighten up the room," said friend Brandon Kim.For the friends of Kim Huynh, smiles for them are hard to muster."To me it was just shock," said Kim.Last Thursday night, the 18-year-old Huynh was driving back home to Poway with her older sister after finishing her first quarter at UC Riverside, when the car spun out on a Murietta highway, slamming into a tree and killing her. Her sister suffered minor injuries. The cause of the crash remains under investigation."She was one of my closest friends," said Kim. Kim met Huynh in grade school."Super smart. Ten times smarter than me," said Kim.Kim said his friend also had a joyful side and loved having fun. Huynh danced for one of Rancho Bernardo High's dance teams. After graduating, she enrolled at UC Riverside on scholarship. The pre-med student also hoped to help her immigrant parents."She said she wanted to become a doctor to give back to them for taking such good care of her," said Kim.After her death, friends gathered this weekend to remember a promising life cut short."Everybody broke down ... I want to grow up with everyone. The fact I have to leave someone behind breaks my heart," said Kim.The funeral is planned for Thursday. President Donald Trump said on Monday he is choosing among five women to nominate to the Supreme Court by the end of the week, and is pushing for the nominee to be confirmed by Election Day.Trump said that he has had conversations with his potential nominees, and could meet with them in person later in the week.“I’d rather see it all take place before the election,” Trump said to reporters.The nominee would replace Justice Ruth Bader Ginsburg, who died on Friday after a bout with metastatic pancreatic cancer. No matter the nominee, they will face one of the most challenging nomination processes ever seen.Election Day is just 43 days away, which will make for a shorter nomination process than typically seen. Also, the Senate generally takes the weeks leading up to the election off to allow for senators to campaign. Nomination hearings might force senators to stay closer to Washington in the critical days leading to the election.The timing has both frustrated and stymied Democrats. In 2016, Senate Majority Leader Mitch McConnell would not consider President Barack Obama’s nomination of Merrick Garland to replace Justice Antonin Scalia, who died in February 2016. That left the Supreme Court down to eight justices for over an entire year.But this time, McConnell says its different with Republicans holding both the Senate and White House.“The American people re-elected our majority in 2016,” McConnell said. “They strengthened it further in 2018 because we pledged to work with President trump on the most critical issues facing our country. The federal judiciary was right at the top of the list. Ironically it was the democratic leader who went out of his way to declare the midterm 2018 elections a referendum on the handle of the Supreme Court."Senate Minority Leader Chuck Schumer fired back at McConnell."To decide it at this late moment is despicable and wrong and against democracy,” he said.McConnell and Trump could face hurdles from within the party. Republicans hold a 53-47 Senate advantage and a 50-50 tie would be broken by Vice President Mike Pence. If four Republicans choose to vote against a confirmation, the vote likely fails.So far, Republican Sens. Susan Collins and Lisa Murkowski have said they would wait until after the election to vote for a nominee. There are three other Republican senators, Mitt Romney, Chuck Grassley and Cory Gardner, whose vote is still in question. President Donald Trump said in an interview on Monday that he would likely announce his replacement for Supreme Court Justice Ruth Bader Ginsburg's seat on "Friday or Saturday."Trump said in an interview on "Fox & Friends" that he would wait until funeral services for Ginsburg on "Thursday or Friday" were held before announcing his nomination."We want to pay respect (for Ginsburg)," Trump said.Later on Monday, the Supreme Court announced that Ginsburg would lie in repose at the Supreme Court Building in Washington on Wednesday and Thursday. House Speaker Nancy Pelosi later announced that Ginsburg would lie in state in Captiol Building on Friday.In a press release, the Supreme Court said that Ginsburg would be buried next week in Arlington National Ceremony in a private ceremony. Should Trump hold to his schedule of announcing a nominee on Friday or Saturday, Ginsburg will not yet have been laid to rest.Trump also said he's considering "four or five," judges for nomination. He's already said he would nominate a woman and was asked specifically about Justice Barbara Lagoa, a U.S. Circuit Judge.Trump called Lagoa "excellent," noting that she's from Florida."We love Florida," Trump said.Trump also reiterated his call for Ginsburg's seat to be filled before the 2020 Election."I think the final vote should be taken, frankly, before the election...plenty of time for that," Trump said. "I think it should go very quickly."Monday marked 43 days until the 2020 election. According to the Congressional Research Service in 2018, it takes the Senate an average of 69 days for a Supreme Court nominee to get to a vote.Trump was also asked to square the Republicans' decision in 2016 to block President Barack Obama's Supreme Court justice nominee, Merrick Garland, ahead of the presidential election."I think Merrick Garland is an outstanding judge. He is liberal, that's OK," Trump said. "That's an election of a different kind. We had the Senate. When you have the Senate, when you have the votes, you can kind of do what you want." 2056
