SAN DIEGO (KGTV)- As San Diego County awaits state guidance on how to move forward with reopening different sectors, a local church continues to defy public health orders by operating inside.Under the current public health order, religious services may continue outside with social distancing in place.Awaken Church was sent a cease and desist letter from the county’s public health officer, Dr. Wilma Wooten, for operating inside in July.A month later, the church is defying the health order again by resuming indoor operations on Sunday, August 23, the church’s 15th anniversary. Services and locations are posted on the church's website. A video on the church’s website shows pastors Jurgen and Leanne Matthesius speaking about why they have decided to reopen. The two said it was time to reopen and that “fighting for our religious freedoms and pushing back against government overreach is not only worth the cost; it’s essential.”In the video, the pastors say that the governor and county officials continue to keep churches under strict regulations, which prevents them from meeting the needs of their congregation.“Sadly, we’ve had five people connected to our church that have lost their lives, not from the virus but because of the virus. This was due to many factors, including suicide, drug overdose, and severe neglect from a hospital who was primarily focused on their COVID patients,” said Leanna Matthesius in the video.While county supervisor Nathan Fletcher acknowledged the importance of religious freedom and constitutional rights, he spoke of his frustrations with the church at a county COVID-19 press conference Monday. “It is very frustrating to see an entity that has an avenue to gather that is allowable, that is acceptable, that is much safer, choose to openly defy that in order to expose the members of their congregation to a very dangerous situation,” said Fletcher. “Just gather outdoors, physically distance, and wear a face covering.”Under the county’s public health order, houses of worship can continue to operate if “outdoor services and cultural ceremonial activities may be conducted provided all persons practice social distancing.”A county spokesperson tells ABC 10News that the church isn’t facing additional action from the county as of right now.ABC 10News reached out to Awaken Church for further comment but did not hear back. 2380

SAN FRANCISCO (AP) — California fire authorities say Pacific Gas & Electric Co. power lines sparked the deadliest and most destructive wildfire in state history.Cal Fire said Wednesday the lines in the Pulga area ignited the Nov. 8 fire that killed 85 people in Paradise.The investigation also identified a second nearby ignition site involving vegetation and electrical distribution lines, also owned and operated by the San Francisco-based utility.The second fire was quickly consumed by the initial fire.Lynsey Paulo, a spokeswoman for PG&E, did not immediately comment.The fire in Butte County destroyed nearly 15,000 homes.The nation's largest utility filed for Chapter 11 bankruptcy in January as it faced tens of billions of dollars in potential liability costs related to wildfires in 2017 and 2018. 823

SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. A Development company tells 10News it is working on a plan for new homes on the property. 1076

SAN DIEGO — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday has been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.The mother and daughter have yet to be identified. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.The two vehicles collided and exploded into flames, witnesses said, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The two occupants of the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. According to the California Department of Motor Vehicles, his driving record was clear.CHP said Heitmann's vehicle was linked to an incident at Ashley Falls Elementary School in Carmel Valley before the crash, in which several students said the driver of a sports car drove through a fence. Del Mar Union School District said the driver got out of the car and broke a window, though no classes were in session.Heitmann is allegedly a popular YouTube personality who goes by the name of "McSkillet," according to numerous gaming website reports.McSkillet's YouTube page lists numerous videos surrounding the video game Counter-Strike: Global Offensive including "skins" or weapon customizations and tips on earning sponsors.One of the videos on McSkillet's page shows off a black McLaren and talks about how his earnings as a YouTube and Counter-Strike "Steam" content producer helped pay for the luxury sports car.Watch the CHP's press conference here:All lanes on northbound I- 805 at La Jolla Village Drive were shut down for about 10 hours due to the investigation and clean-up effort. 2426
