SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. Prosecutors say the scheme defrauded the program of nearly million total.Olmsted was sentenced to four months in prison, followed by four months of home detention, which will be served as part of three years of supervised release. Coco received four months of home detention to be served as part of three years of probation.The U.S. Attorney's Office said the scheme was led by co-defendant Christopher Toups, 43, of Woodstock, Georgia, a former Chief Petty Officer construction mechanic who allegedly recruited Olmsted, Coco and other service members to create and file fraudulent claims to the Traumatic Servicemembers Group Life Insurance Program -- or TSGLI -- which compensates service members who suffer serious, debilitating injuries while on active duty.Prosecutors say Toups ran the scheme with assistance from U.S. Navy Commander Dr. Michael Villarroel, the medical doctor for the unit where Toups worked, and Kelene Meyer, a former Navy nurse who Toups was married to during the time of the offenses.Olmsted claimed that he was injured in a 2011 rappelling accident and fell down a flight of stairs in 2012, which left him unable to care for himself or do basic tasks. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. Its goal is to help offer pain relief for severely burned koalas. The device, the Oska Pulse, uses electromagnetic pulses to help damaged cells heals. SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (CNS) - Voting in San Diego County Tuesday has been a relatively smooth experience, even with higher-than-normal turnout, a San Diego County spokesman said.Michael Workman, county communications director, said workers at the Registrar of Voters have been very busy. While official numbers were not available Tuesday afternoon, the county has received 430,000 mail-in ballots out of 1.2 million sent out, according to the Registrar of Voters.As of Monday, early voter turnout was "pretty robust," Workman said.RELATED: Election error: Voters left off roster at polling placeWorkman said polling places will probably be especially busy between 4:30 p.m. and 8 p.m., when they close.Between the various races and state propositions, "this is a very long ballot," Workman said. SAN DIEGO (KGTV) - A former gang member and other community leaders went door-to-door knocking on homes to create a conversation about gang violence.Bishop Cornelius Bowser is a former Crips gang member. He saw his best friend get killed in a park in Logan Heights when he was 22 years old. That’s why he’s going around from house to house talking to people who live in the gang “hot-spots.” Bowser says, “If you can address the needs of the community and bring resources into the community and help empower them, you can bring crime rates down.”He says starting a conversation creates a bond and people are more willing to talk if they know you. During their walk, they learned that underage kids are drinking at the park after dark and stolen cars are showing up on Marcy Avenue. Now they will take that information to the police.Bowser also goes to a crime scene and the hospital after a shooting to be there for the victim and the family.Bowser and his team were also handing out resources like phone numbers, upcoming community events, and information on locking up guns to protect kids from accidental shootings.Liliana Hernandez is one resident who opened her door for Bishop Bowser. She saw two killings on her street last year and is very grateful for their support. Hernandez says, “I always try to find ways as to what’s going on in the community and sometimes I’m just lost.”Tracy Swafford lost her 17-year-old daughter to a drive-by gang shooting ten years ago. She walks and knocks on doors, too. Swafford says, “It is important because it lets the people know we are here for them.”There is a community meeting Tuesday, April 16th at 6:30 at Logan Heights Library.
