SAN YSIDRO, Calif. (KGTV)— The border shutdown at the San Ysidro Port of Entry Sunday created a ripple effect for transportation and nearby businesses.Many people were stranded at the port crossing for five hours before Homeland Security reopened the lanes in the evening. Christmas shopping at the Las Americas Outlet Mall came to an abrupt stop for Maria Martinez. "The mall was closed. She was shopping when she was told to leave the mall suddenly. Minutes prior, she claimed she saw a swath of caravan migrants rush the back of the mall, which the CBP denies."I saw the Salvadorenos people trying to cross the border,” Martinez said. “It was like watching a movie. I couldn’t believe it. I saw everything.”Customs and Border Protection closed off the San Ysidro Port of Entry late Sunday morning. Then the California Highway Patrol blocked off both the 805 and 5 Freeways south of the 905 interchanges. American federal agents in full tactical gear lined up along the border, at times using tear gas and rubber bullets to deter migrants.  "Over there, there was smoke and the noise of the gun,” Martinez said. At this point, there are no reports of any of the migrants successfully crossing the border. Martinez said she saw federal agents turn them around. The bus depot next to the mall was also closed, leaving shoppers like Martinez stuck and not knowing when they could get home. "I don't know. I think it's going to close the border. When everything is in peace, they are going to open. What time? (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. (KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. Seattle Mayor Ed Murray announced his resignation Tuesday, hours after new sexual abuse allegations surfaced against the embattled politician.The mayor's announcement comes after his cousin gave an interview with the Seattle Times alleging abuse, the latest in a series of allegations against the mayor. The cousin is the fifth person to accuse Murray of child sexual abuse.Murray denied the allegations, as he has in the past. He said he was resigning effective 5 p.m. Wednesday so the scandal would no longer overshadow his office. In light of the latest allegations, he said it was clear it is best for the city for him to step aside."While the allegations against me are not true, it is important that my personal issues do not affect the ability of our city government to conduct the public's business," he said in a statement."To the people of this special city and to my dedicated staff, I am sorry for this painful situation."Council President Bruce Harrell will become mayor upon Murray's resignation, Murray said.
