LA JOLLA, Calif. (KGTV) – A man who reportedly tried to hit his girlfriend with a pickaxe was taken into custody after a standoff at a La Jolla Shores home.At around 10:40 a.m. Thursday, San Diego police officers were called to a house in the 2500 block of Ellentown Road after receiving reports of a domestic violence incident.10News learned a man inside reportedly threatened his girlfriend with a pickaxe, prompting her to leave. The unidentified man remained inside and refused police orders to come out."When we first got here, he was not communicating with us, he was just inside the house, yelling and screaming and banging against the wall," said SDPD Captain Tina Williams.While officers tried to persuade him to surrender, sections of Ellentown Road were shut down due to the police activity.At times the man appeared in the windows of the home holding the ax and knives, according to Williams. He also started a debris fire on top of his stove, sending smoke billowing from the house. Shortly after 1 p.m., the man went to the backyard, where police took him into custody without incident, according to Williams.The man was booked on suspicion of attempted assault with a deadly weapon and felony domestic violence battery.The victim was not seriously injured.Williams said the incident was not the first time police had been called to the house. "Earlier this week, we did respond out here... he was out in the middle of the street causing an altercation," she said. Just three weeks before facing voters, Sen. Kamala Harris questioned Judge Amy Coney Barrett for 30 minutes during Barrett’s Supreme Court confirmation hearing on Tuesday.Harris, Joe Biden’s running mate and Democratic candidate for vice president, largely used her allotted time to point toward President Donald Trump’s campaign goal of eliminating the Affordable Care Act.Democrats, like Harris, have zeroed in on their belief that Barrett would vote to dismantle the Affordable Care Act, which was passed by a Democratic Congress and signed by President Barack Obama nearly a decade ago.Just one week after the election, the Supreme Court will hear another GOP-led challenge to the law. In 2012, the Affordable Care Act was “saved” in a 5-4 ruling by the Supreme Court as justices said that the law should stand as it levied a tax penalty for those without health care. In 2017, the individual mandate was struck down, meaning there is no longer a tax penalty component to Obamacare. Now the argument comes back to the Supreme Court, as Republicans claim the court's previous ruling is moot given there is no longer a tax penalty.Harris pointed to a previous op-ed pinned by Barrett when she was a law professor at Notre Dame to claim Barrett would rule against Obamacare. Barrett wrote that the Affordable Care Act should have been overturned in 2012."You've already opined the constitutionality of the Affordable Care Act. That's the question the San Diego County Fire Department is asking after the official legal takeover of the formerly volunteer-run Julian-Cuyamaca Fire District. The county and the small town department are stuck in a legal battle since the volunteer department's dissolution in April 2019. Previously, members of LAFCO (Local Agency Formation Commission), a group that overseas special county districts, voted to dissolve the volunteer-run fire department. In March 2019, citizens voted the fire agency in charge should be San Diego County Fire Department. In April 2019, the official handover was supposed to happen. Not everybody agrees, as some residents said the change in hands was decided in a secret meeting -- an illegal move according to the Brown Act. "These are people they trust. People that are their neighbors, their friends," Julian resident Vicki Newman said. Newman said she has been an advocate for the small town department since volunteers saved her brother-in-law's life. She said she does not understand why both departments can't coexist."We need all the boots on the ground. We don't need just Cal Fire. It's not just J.C or Julian against Cal Fire," Newman said. His three children were playing outside."Banging, jolting, up and down ... eyes were shaking. Just seemed surreal," said Blanco.Blanco says he jumped off the couch and then froze, trying to wait out the shaking."Wow, is this really happening? Just shocked ... Seemed like a good minute. Seemed like forever," said Blanco.When the home finally stopped moving, Blanco ran to his children and found them safe. A few things fell and a few cabinet doors opened, but there was no major damage. In the first few hours after the quake, he felt more than 10 aftershocks. He and his family may not get much sleep."Wondering if there's going to be more, if it's going to keep going," said Blanco.Getting back to San Diego is another concern.
