KANSAS CITY, Mo. — The city of Lawrence, Kansas, on Tuesday took a step toward lowering the penalties for first- and second-time marijuana possession to .The city commission changed an ordinance on the penalty during a packed meeting. A second reading and vote is still necessary before the ordinance is officially changed. “This is not legalizing marijuana,” Lawrence Mayor Lisa Larsen said. “What I want to do with this is to bring some reasonable and equitable justice to this, that’s what this is about for me.”Currently, the minimum fine for first-time marijuana possession is 0, plus in court costs. The person also has to undergo a court evaluation, which is an additional cost. If the proposed ordinance is passed, the new fine would only apply to people 18 years and older who are arrested with less than 32 grams of marijuana for their first or second time. It would also eliminate mandated court evaluations and leave it to the discretion of a judge. A third arrest would still be considered a felony with significant penalties, which is why City Commissioner Stuart Boley voted no Tuesday. “I think we are lulling people into a false confidence that they can do this with impunity when they are still facing a felony charge on the third time, so I can’t support lowering the fine,” Boley said. Even if the fine is lowered, the arrest would still go on a person’s record as a misdemeanor charge. The ordinance proposal came about after a concerned citizen asked the commission to review and change the policy. “When you make the fine a dollar, basically you’re saying we’re decriminalizing marijuana. Lawrence has always been a leader in those type of liberal, progressive changes,” said David Wilkinson, who supports the change. 1765

In Gilroy, California, garlic is everything and everywhere. The "stinky rose--as they call it--is this community's cash crop, it's identity and the root of the local economy. And now, this homegrown produce is being impacted by international politics.“The second we heard about these tariffs, we were elated,” says Ken Christopher of Christopher Ranch, Gilroy’s top garlic producer. Christopher is talking about new tariffs recently passed down by the Trump administration. These tariffs are increasing taxes on all kinds of imported goods, including garlic, which Christopher says gives them a level playing field after years of competing against what he claims are illegal import practices.“American garlic farmers, we're not afraid of competition,” Christopher says. “We're more than happy to compete with other countries like Mexico, Spain, and Argentina, because they play by the rules. It's when non-market actors like China try to compete and distort the rules that when we get upset.”Christopher Ranch is the Gilroy's largest employer and its last garlic farm.Christopher tells us that before 1993, almost all garlic consumed in America was grown in America. He says, however, that all changed when Chinese importers started illegally flooding the market with tens of millions of pounds of garlic. “When that happened, there used to be 12 garlic farmers in America; now there's only three,” Christopher says. “It’s tariffs like these that protect the final garlic farms here.”These tariffs also appear to protect the price of garlic. Before these tariffs went into effect, a box of California grown garlic was trading at a box at most, while imported Chinese garlic was selling for a box. After these new tariffs went into effect, the price of Chinese garlic has increased to more than a box.“When you're talking about a 25 percent on all inbound Chinese garlic, that means there's going to be a demand for California grown garlic,” Christopher says. “That's going to mean more production, more jobs, higher wages, investment in infrastructure, and a real economic shift in our community.”With harvest just a few weeks away, American garlic farmers says these tariffs couldn't have come at a better time. 2235

JUPITER, Florida —  It's now a sprawling sex trafficking investigation involving many jurisdictions and ensnaring wealthy, powerful suspects, but it began with a health inspector observing curious details suggesting women might be living at a Jupiter, Florida, day spa.Since at least July, after a state Health Department employee alerted police to signs of human trafficking, authorities had suspected Orchids of Asia Day Spa was providing more than massages and facials. Their suspicions were buttressed by a preliminary investigation that uncovered a seemingly all-male clientele and internet postings describing the spa as a "rub and tug," according to a police affidavit.Police requested the Florida Department of Health conduct a "routine inspection," and the department sent one of its inspectors there November 14. She reported back that the spa housed two rooms with beds, sheets and pillows, the affidavit said. There were also dressers containing medicine and clothing, as well as a fridge with food and condiments, it said. The findings, police and the health department determined, were "consistent with individuals living inside," the affidavit said.Taking a closer lookThis led a Jupiter detective to ramp up the investigation. Investigators pulled bags from a Dumpster and found a ripped-up ledger, credit card receipts and napkins wet with semen, the affidavit said.Police staked out the business, watching man after man enter the spa and leave after 30 minutes or an hour, the affidavit said. They also conducted traffic stops on customers leaving the business, who confirmed they had not patronized the day spa for its advertised services, it said. After obtaining a search warrant, investigators caught several johns -- including, allegedly, New England Patriots owner Robert Kraft, 1818

Inside the lab at Bambu Global, nearly two decades of work in chemistry is getting put to use in a new coronavirus test.“We focused very heavily over that duration of time, in developing a very strong patent portfolio that's really focused on color change technologies,” said Saleem Miyan, president of Bambu Global.Enter NowAware, a new test the company developed to detect the presence of coronavirus. It works like this: a sample of saliva or mucus is added to their test, which causes it to change color, indicating the virus is present. The company said it’s more than 90 percent accurate.“We engineered the molecules,” said Robb Osinski, CEO of Bambu Global. “The chemistry behind the molecules is such that when it's in the presence of the coronavirus, it will change the molecular structure of our chemistry, turning it from what is a colorless form, to a colored form and thereby indicating the presence of the virus itself.”It’s not fool-proof; it might also indicate the presence of other similar viruses like SARS or MERS. However, it’s fast, taking just a few minutes, at a time when coronavirus testing has been slow or unavailable. The company is now awaiting FDA-emergency approval and said once that comes through, they could begin production within two weeks. The company said the cost of the test would be around .“Our ultimate goal is providing total reassurance for people that they don't have the virus, they aren't carrying the virus and that ultimately, they can administer this very low-cost solution somewhere that's truly convenient for them,” Miyan said. It's something that they hope, one day in the future, might be right at home.“Ultimately, we envision this being a household product that you can literally test yourself and then know whether or not you're carrying the virus or a virus,” Osinski said. This, as the world deals with a pandemic, still in its early stages of outbreak. 1926
