Senate Majority Leader Mitch McConnell, R-Ky., said this week he is in favor of passing another round of economic stimulus for Americans, but suggested the funds be targeted to a smaller number of Americans.McConnell told reporters on Monday that the next round of stimulus funds should cover Americans making less than ,000 per year, which is far lower than the threshold for stimulus funds during the last round of aid, which many Americans received in April and May.Congress is currently on recess, but is expected to begin discussions on another round of aid when it reconvenes July 20.In May, House Democrats approved a stimulus plan, which included ,200 checks for those making less than ,000 a year. The House's bill has yet to be considered by the Senate, which had a few Democratic priorities the GOP are standing firmly against – funds for states to count mail-in ballots in the fall and a lack of liability protection for companies.Both McConnell and President Donald Trump have stated support for a second round of stimulus. SOLANA BEACH, Calif. (KGTV) -- These days, the only person who can keep Kevin and Nicole Noar positive is their one-year-old son, Deklan.Otherwise, they are tormented."We can't sleep," Nicole says. "You go through so many different feelings and then the worst part is the morning because you just wake up and you keep feeling like it's still real. You just want to wake up and feel like it didn't happen and it did."The couple is living a nightmare, just days after they thought they'd achieved the American dream. They're staying with family in Solana Beach at a time they thought they'd have closed on their dream home in Carlsbad, where they hoped to create a happy childhood for Deklan."All of this was for him," Nicole says. "The house, with the yard, with schools, and so he could have a sibling."But instead, their roughly 5,000 down payment for that home, 60 percent of the purchase price, is now in the hands of a hacker in an account in Singapore. The money, which came from prior home ownership and inheritance, was supposed to go to lowering the couple's cost-of-living. Nicole is a nurse and Kevin is a chef, so they hoped to make the move more manageable. "It's literally all the money that we had to get this house so that we could have a low enough mortgage payment that we could afford," said Nicole. Nicole says she started receiving fake emails from a hacker posing as employees at her escrow company and her real estate agent, who was away due to a death in the family. Kevin says the emails were sent with duplicate signatures and addresses that appeared as contacts in their phones when clicked. The Noars are taking specific aim at their escrow company, saying an employee e-mailed them official wire instructions via unsecured email. The instructions did not have account numbers, but the Noars say the hacker got that email, duplicated the document, and sent it back with account numbers to a bitcoin exchange. The couple took that document to the bank, which did not catch the bitcoin clue. After the wire, Nicole called the escrow company she thought she had wired the money to, which says should have triggered them since they never actually sent her instructions. "They called back, they called to tell me what time the notary would be here the next day to sign our loan docs," Nicole said. The couple is now weighing their legal options and therefore asked 10News not to identify the escrow company. They have also contacted the FBI.The FBI says Californians are the biggest target of these kinds of scams. Many escrow companies have warnings saying never to accept wire instructions via e-mail, and to instead call. Another strategy is to forward all emails to the escrow agent, not just hit reply without looking at the address. In 2019, 50,000 Californians fell victim to internet financial scams, losing more than 3 million, the highest number in the U.S, according to the bureau. "Typically, escrow will send the wire instructions to the buyer via some sort of secured email, so be very suspicious if you receive (unsecured) wire instructions from an escrow or title company, especially if the escrow or title company is not the same title company or the same escrow company that you're dealing with," said Mark Goldman, a loan officer at C2 Financial. PETERSBURG, Florida — Back in 2016, a dog owner received a note saying, "Shut your dog up or we will."Days later, Annabelle, a three-year-old brindle pitbull terrier mix, nearly died from kidney failure.The owner says the kidney failure was caused by wet dog food laced with Acetaminophen, known best as Tylenol, which is extremely toxic to dogs. Rob McCahan says he believes the contaminated food was tossed into his yard from the alley behind his home on 44th Avenue North in St. Pete.The dog found and ate the contaminated food before the owner realized there was a bag there at all.It happened again in March 2018, and this time, Annabelle died."She was the most lovable dog in the world," says McCahan, whose cell phone is filled with photos of his beloved dog, who he rescued from a local shelter.She died after several days in the animal hospital."These people are sick. I'm just kind of confused right now. Trying to figure out who did it," adds McCahan.The second poisoning coincided with a second note left on his door that read in part: "Shut him up. Your neighbors are tired of it."McCahan says Annabelle didn't bark too much and certainly didn't bark any more than his neighbors' dogs.Just a few houses down from McCahan's, on the 700 block of 44th Avenue NE in the North East Park community of St. Pete, another dog apparently died in the exact same manner.A brown bag with poisoned food was thrown into another yard, killing an otherwise perfectly-healthy 8-year-old golden retriever, according to the pet's owner.This pet owner shared her devastating experience on social media online with her neighbors, saying their dog died this past Monday, and wanted to warn others that someone was doing this."I'm afraid for animals," she writes, adding, "My family was devastated and are still recovering. Please be aware. We're upgrading security."St. Pete Police were out in the neighborhood again Friday trying to confirm this second report of a dog's death, but have not yet been able to.Another neighbor on the same 700 block of 44th Avenue NE tells ABC Action News that his cat was found hanged about 8 months ago.  A woman who lives on nearby 43rd Avenue NE tells St. Pete Police that she has received similarly-threatening letters recently, but her pets are doing okay. A police officer who has reviewed all the letters says it's in the same handwriting.Several residents declined to speak to ABC Action News on camera out of fear that their pets would be targeted as well if they were seen speaking about their concerns.The FBI says on their website that violence against animals is a major indicator of future violence against other animals, and future violence against people, including kids.Note: We are not publishing the name of the second dog owner because we have not been able to get in touch with them yet. 2868
