JULIAN, Calif. (KGTV)-- This was the first weekend San Diegans were able to enjoy the snow-packed mountains. But morning road closures made traveling uphill from San Diego difficult. By early afternoon, most road restrictions were lifted, and thousands of people made their way to the tourist towns. To Teak Nichols, Julian is just home. But he knows it is a special place. "It's been really magical the last few days. So I can understand why people would want to be a part of that," Nichols said. With its old-world charm and snow-packed roofs, Julian is an escape from the daily grind. "We wanted to get away from the city," San Diegan Sandra Aguiar said. She brought her husband's family from Tijuana to experience the allure of the small town. But she said it was not an easy ride. "It took about an hour and 45 minutes," Aguiar said. Many parts of Sunrise Highway were also shut down due to icy conditions. "In some parts, it was kind of scary. We were sliding a little bit," Aguiar said. Even after they finally made it into town, the waiting continued. Aguilar's main reason for coming up the hill was to get a bite of Nichol's mother's famous dessert at Mom's Pies. It is a seasonal favorite that sells out, every time it snows."It's gotten busier as the day has gone on," Nichols said. Law enforcement officers went door to door in the East San Diego County communities to make neighbors aware that Alan Earl James will be placed into the area on or before April 25. James is scheduled to move to 45612 Old Highway 80 after he is released from Department of State Hospitals Coalinga, sheriff’s officials said in a news release. KENOSHA, Wis. – Jacob Blake, the man shot in the back by a police officer in Kenosha, is no longer shackled to his hospital bed.Friday morning, Blake’s father told CNN during an interview that his son remained shackled to his bed, even though he is currently paralyzed from the waist down as a result of the officer-involved shooting on Sunday.In the interview, Jacob Blake, Sr. said it "bothered" him that his son remained shackled in "cold steel" despite his condition."He can't get up. He can't get up if he wanted to," Blake Sr. said. "So, that's a little overkill to have him shackled to the bed. That makes no sense to me."Blake’s attorney, Patrick Cafferty, confirmed to WTMJ that the handcuffs confining the 29-year-old to his bed were removed around noon Friday and the officers that were posted in his hospital room have left.A spokesman for the Kenosha County Sheriff’s Office explained to CNN on Friday that Blake was handcuffed to the bed because he had felony warrants for his arrest from crimes he allegedly committed prior to the shooting.Cafferty says the warrant has since been vacated, but domestic violence charges from July are still pending.The attorney also says a district attorney helped in the process of getting the cuffs removed and that 0 cash bond was posted in relation to the July charges.Blake has been hospitalized since Sunday afternoon when he was shot in the back at least seven times as Kenosha police officers attempted to take him into custody.
