KANSAS CITY, Mo. — The city of Lawrence, Kansas, on Tuesday took a step toward lowering the penalties for first- and second-time marijuana possession to .The city commission changed an ordinance on the penalty during a packed meeting. A second reading and vote is still necessary before the ordinance is officially changed. “This is not legalizing marijuana,” Lawrence Mayor Lisa Larsen said. “What I want to do with this is to bring some reasonable and equitable justice to this, that’s what this is about for me.”Currently, the minimum fine for first-time marijuana possession is 0, plus in court costs. The person also has to undergo a court evaluation, which is an additional cost. If the proposed ordinance is passed, the new fine would only apply to people 18 years and older who are arrested with less than 32 grams of marijuana for their first or second time. It would also eliminate mandated court evaluations and leave it to the discretion of a judge. A third arrest would still be considered a felony with significant penalties, which is why City Commissioner Stuart Boley voted no Tuesday. “I think we are lulling people into a false confidence that they can do this with impunity when they are still facing a felony charge on the third time, so I can’t support lowering the fine,” Boley said. Even if the fine is lowered, the arrest would still go on a person’s record as a misdemeanor charge. The ordinance proposal came about after a concerned citizen asked the commission to review and change the policy. “When you make the fine a dollar, basically you’re saying we’re decriminalizing marijuana. Lawrence has always been a leader in those type of liberal, progressive changes,” said David Wilkinson, who supports the change. 1765
It is that time of year when young female entrepreneurs converge on doorsteps and storefronts across the United States to sell sweet baked goods. Wednesday marks the start of Girl Scout cookie season, and in addition to the classics, Girl Scouts will also be selling a new cookie flavor. The new cookie is caramel chocolate chip. According to Girl Scouts of America, it consists of caramel, semisweet chocolate chips and a hint of sea salt in a chewy, gluten-free cookie. It is the first new cookie unveiled by the Girl Scouts since 2015. The number of cookie offerings from the Girl Scouts is now up to 12. Cookie prices vary nationally as proceeds stay with local scout groups."Through the Girl Scout Cookie Program, cookie customers help fund life-changing Girl Scout experiences while building the next generation of female entrepreneurs," said GSUSA CEO Sylvia Acevedo. "And because all Girl Scout Cookie proceeds stay local to power year-round troop projects and activities, when you buy Girl Scout Cookies you are making an investment in girls and in your local community. Although there is not a direct online ordering option, individual scouts and their groups can offer their supply through the Girl Scouts’ digital cookie program. For more info, click 1275

LAS VEGAS — In a town that has made its mark on betting and gambling, there's one thing on which folks wish they wager: elections."Since football started on Saturday and Sunday, we're jammed here, but you'd be surprised with all the people here is it legal to bet on the federal election," said Jimmy Vaccaro, a betting expert with South Point Hotel & Casino.Vacarro says the sportsbook received calls from across the U.S. and around the world after the last election, wondering if election betting was real. Some of those calls from other countries asked which candidate was the favorite and why.Vaccaro says U.S. elections are a big event for the European Book."It is their third or fourth biggest day of the year when they have odds on our people over here," Vaccaro said.If election betting were to become legal in America, Vaccaro is confident sports betting would be blown out of the water."Betting on an election would make the Super Bowl look like a high school football game," Vaccaro said.Election betting is a two-for-one as Vaccaro calls it. Bettors could walk away with a chunk of change, perhaps, the change they want for America.Vaccaro believes while it's not legal in America, in time, it will be a part of the "sports" book.He guesses at least a decade until it happens and becomes accepted."For the younger people to get into power, and they've grown up around this and grown up around the legalization of sports betting and sees nothing wrong with it, its just another past time," Vaccaro said. 1529
