SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. But while she said this is likely to be a very difficult holiday season, there is reason for optimist. “A vaccine is coming and it really is darkest before the dawn. SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. "I'm confident we'll do the right thing. Everyone will need to do the right thing; we're at a crossroads and we need to do the right thing by our people and by our officers," added Montgomery. The police department insists there is no evidence of force used during Jenkins' arrest and is referring all questions to the district attorney. SAN DIEGO (KGTV) - More local law enforcement agencies are dropping the controversial use-of-force technique known as carotid restraint, following outrage over the killing of George Floyd. Earlier this week, San Diego Police Department said that it was dropping the use of the technique. On Wednesday, 10News interviewed the mayor of Coronado, who is calling on Governor Newsom to issue a statewide ban. San Diego Sheriff Bill Gore reversed his decision on the use of the technique. In a statement sent Wednesday afternoon, he wrote, “In light of community concerns, and after consultation with many elected officials throughout the county, I am stopping the use of the carotid restraint by my deputies effective immediately. I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation.”The Coronado Police Department was next with an announcement on Instagram, “The use of the Carotid Neck Restraint can cause undo harm. The Coronado Police Department will eliminate its use effective today. We will continue to focus on de-escalation as we serve our community.”The City of La Mesa also announced that the police department will ban the technique.Earlier in the day, a spokesperson for the Oceanside Police Department said that its officers rarely used the technique and the department officially dropped the use of the technique on Tuesday.After the San Diego Police Department reported on Monday that it was dropping the technique, Coronado Mayor Richard Bailey issued a letter on Wednesday morning to Governor Gavin Newsom, urging a statewide ban of the use of carotid restraint among law enforcement.“It does significantly increase the risk of permanent harm to individuals and it has become a symbol of police brutality within communities of color throughout the country,” said Mayor Bailey.Community rights activist Bishop Cornelius Bowser said that SDPD’s ban is a good first step but more needs to be done. “This does not whatsoever fix the problems that we have in our communities, especially in the black community of police brutality and the way communities are being policed.”Bishop Bowser also told 10News that he wants SDPD to issue greater clarity on the language of the ban and how officers who use it will be held accountable. 10News also reached out to Chula Vista Police, Carlsbad Police, and El Cajon Police to see whether their officers are still using the technique.A spokesperson for the El Cajon Police Department wrote to 10News, “It would not be appropriate for us to comment on the policy decisions made by a different agency. The carotid control hold is currently an authorized technique available to our officers to affect the arrest of a violent or combative suspect. The El Cajon Police Department regularly evaluates our policies and procedures.”National City also announced Wednesday that it would end the use of the carotid restraint. SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions.He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079
