DEL MAR (CNS) - Horse racing at the Del Mar Thoroughbred Club has been canceled Thanksgiving Day due to stormy weather forecasts, racing officials announced Sunday. ``With inclement weather predicted to bring substantial rain on Wednesday and Thursday of the coming week, Del Mar Thoroughbred Club proactively canceled its scheduled Thanksgiving Day race card as part of its continuing emphasis on horse and rider safety,'' the club said on Twitter Sunday. Several of the races from Thursday's program, including the 0,000 Grade III Red Carpet Stakes, will be shifted to expanded race cards Saturday and next Sunday. Friday's scheduled feature race, the 0,000 Grade II Hollywood Turf Cup, will be run Sunday. ``The weatherman is making it tough, but safety always comes first,'' said Del Mar's Executive Vice President for Racing Tom Robbins. First post next weekend will be moved up to noon, and 10 races will be run each day. Grass racing will be emphasized. DENVER, Colorado — Dr. Denise Mowder has some theories as to why a man who appeared to be a doting father and husband could do what Chris Watts is accused of doing. The associate professor of Criminology and Criminal Justice at MSU Denver and former prosecutor has worked with thousands of victims of family violence. She said case studies of fathers killing their children show the motive is most often rage, but there are other reasons."Most were done — 60 percent were done — by rage, the other 10 percent they don't know the cause, and the other 30 percent were spousal revenge. I'm pretty surprised he didn't kill himself, too. Oftentimes, it goes in a pattern," said Mowder, who said in this case, there could be another reason for the murders."I think he had a vision of another life with this other woman — carefree, no responsibilities," she said. "Two children and another on the way, that's a big responsibility."The fact that Chris Watts went in front of a KMGH?television camera to plead for his family's lives after he knew they were dead indicates, to Mowder, that he planned to blame an intruder, play victim and eventually start a new life."This whole facade he put on right after they started looking for them -- that was very odd, and it makes me wonder if he wasn't trying to find an out to be with the girlfriend," said Mowder. "Somebody else did it. I'm the poor grieving father."But the investigation quickly centered on him, as court records show he was having an affair with a co-worker."I think he thought he would just keep it up and it'd be a who-done-it," said Mowder. "Because where he put them, he had to think it through that no one would ever find them."He eventually told police a new story, and Mowder said it is no surprise based on her experience with perpetrators of domestic violence that he is blaming his wife."When he said she was the one strangling the children, I knew right then he was the one who strangled the children because he can give all the details of what he said she did because he was doing it himself," she said. "It's going to be hard on the family to hear the lies. And there's some secrets there, I'm afraid. It's going to be hard for the jury. It's going to be hard for the public to really understand because there is no understanding it," Mowder said. 2366

Democrat Dan McCready is withdrawing his concession in a North Carolina congressional race where investigators are probing allegations of election fraud.McCready got 905 fewer votes than Republican Mark Harris in the 9th District race. But the state elections board has refused to certify the results as it investigates potential misconduct with absentee ballots, making it the last undecided House contest in the country. The board could ultimately order another election.McCready had previously conceded the race to Harris, but withdrew that concession Thursday."I didn't serve overseas in the Marines to come home to NC and watch a criminal, bankrolled by my opponent, take away people's very right to vote," McCready tweeted. "Today I withdraw my concession and call on Mark Harris to end his silence and tell us exactly what he knew, and when."His reversal comes as the state elections board, as well as local and state prosecutors, investigate whether Leslie McCrae Dowless, a veteran operative in Bladen County who was hired by a consulting firm the Harris campaign paid 0,000, altered absentee ballots or collected them from voters but never turned them in.Dowless earned more than ,000 working on six campaigns dating back to 2010, and in most of those races, Dowless' candidates received a disproportionately higher percentage of absentee votes in Bladen County.Dowless has not returned CNN's requests for comment. He has denied any wrongdoing to The Charlotte Observer.Earlier Thursday, North Carolina Republican Party executive director Dallas Woodhouse told CNN he would support a new election if the elections board proves allegations of fraud are true and impacted the outcome of the race."We are not ready to call for a new election yet," Woodhouse said. "I think we have to let the board of elections come show their hand if they can show that this conceivably could have flipped the race in that neighborhood, we will absolutely support a new election."The-CNN-Wire 1997
Democrats and Republicans in a bitterly divided U.S. House have voted to take a government shutdown off the table this fall, giving a big, bipartisan vote to a temporary government-wide funding bill Tuesday night. The agreement comes only after President Donald Trump prevailed in a behind-the-scenes fight over his farm bailout. The stopgap measure will keep federal agencies fully up and running into December, giving lame-duck lawmakers time to digest the election and decide whether to pass the annual government funding bills by then or kick them to the next administration. The final agreement gives the Trump administration continued immediate authority to dole out Agriculture Department subsidies in the run-up to Election Day.The vote passed by an overwhelming 359-57 ledger. The resolution was brokered between House Democrats and Treasury Secretary Steven Mnuchin on Tuesday. 896
