In a ruling issued Friday, Judge James Linn rejected the argument made by the actor's attorneys that the new charges filed after the original charges were dropped violates Smollett's right against double jeopardy. Californians have voted to carve out specific gig workers from a state employment law about who is considered an employee and eligible for benefits.That means people who drive for Uber and Lyft will remain classified as independent contractors and will not be eligible for employee benefits.A California Supreme Court decision in 2018 created a strict test to decide whether a self-employed worker, like gig workers, should be considered employees.In response to the ruling, lawmakers amended Assembly Bill 5 in 2019 to add additional professions where services could be provided by independent contractors, and would not necessarily be employees. However, no changes were made for app-based companies like Lyft, Uber and DoorDash.The state law made app-based drivers employees, and would pay them for their time both while they are driving and they are waiting for a new ride, and offer employee benefits like paid sick leave and workers compensation for one-the-job injuries, the Los Angeles Times explains.Since the proposition has passed, drivers will remain categorized as independent contractors, although the proposition includes wording to require companies to provide an hourly wage for time spent driving equal to 120% of minimum wage. The language also gives drivers a stipend for purchasing health insurance coverage when their driving time averages at least 15 hours a week. However, only hours spent driving counts toward that total, not the time spent waiting between trips.Proposition 22 was launched and partially funded by Lyft and Uber. This time there are twice as many astronauts as the test flight earlier this year, and the mission will last for a full six months. Chicago police announced at a Monday morning news conference that 66 people were shot, 12 of them fatally, between Friday at 6 p.m. and Sunday at 11:59 p.m.Chicago Police Superintendent Eddie T. Johnson said it was "no secret that we had an unacceptably violent weekend," at the news conference.In three hours beginning at 1:30 a.m. Sunday, records show, 30 people were shot and two killed in 10 incidents. In all, over the weekend, there were 33 shooting incidents. Fourteen juveniles were shot, and an 11- and 13-year-old were killed."The city of Chicago experienced a violent night," Bureau of Patrol Chief Fred Waller said Sunday afternoon. "Some of these instances were targeted and were related to gang conflicts in those areas."In at least one incident, shooters opened fire into a crowded street party, Waller said.Johnson said the issue stemmed from a small group of people such as repeat gun offenders."This isn't a widespread issue among citizens of this city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said."I'm tired of it. Everybody in this city should be tired of it."Johnson said 46 people were arrested this weekend on gun charges, and 60 guns were seized as a result of ongoing investigations. However, he said there have been no arrests made in connection with any violence from this weekend.Experts say crime tends to pick up during the hot summer months, but Chicago Mayor Rahm Emanuel dismissed that."You can talk about the weather, but the weather didn't pull the trigger," he said. "You can talk about jobs, and they count, but in parts of the city where there aren't jobs, people did not pull the trigger."There are values. There are too many guns on the street, too many people with criminal records on the street, and there is a shortage of values about what is right and what is wrong," he added.Of the wounded who reported an age, the oldest was 62 and the youngest 11, police records show.Before the particularly violent Sunday, there were six shootings, none fatal, on Friday, and 15 shootings, one fatal, on Saturday. The Sunday shootings occurred between midnight and 2 p.m., records show.Chicago has struggled with high shooting and murder rates in recent years. Waller said shootings are down 30 percent from 2017, and murders are down 25 percent.June marked 15 straight months of fewer killings and shootings, police said. CARLSBAD, Calif. (KGTV) -- A California Highway Patrol Officer who lost family members in a DUI crash is sharing his story with local students.Tuesday, students saw a graphic and emotional scene play out right before their eyes. Authorities hope it might make them think twice before drinking and driving.The mock DUI crash played out on the field at Sage Creek High School and it all looked very real. The aftermath of a drunk driving crash, fellow classmates injured or dead and one of their own eventually arrested for getting behind the wheel.For CHP Officer Mark Latulippe, the program, called Every 15 Minutes, takes on an ever greater meaning this year.A few months ago, his cousin Scott Latulippe, Scott’s wife and son were hit and killed by a suspected drunk driver in Austin, Texas. Scott was a well-known teacher at Valley Center High School.The message at the event Tuesday was lives forever changed because of drinking and driving. The sentiment was echoed by Officer Latulippe who says his family’s story, although tragic, is all too common.The program will continue at Sage Creek High School Wednesday with a mock funeral and presentation from Officer Latulippe. 1190
