SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. Common-sense approaches like this will help reduce our housing shortage and increase housing affordability.”Below is a list of changes made to the code by the amendment: 877

SAN DIEGO (KGTV) - While bars are set to open Friday, it's not going to look much different from restaurants right now, according to those in the industry.10News spoke with Nathan Colonero, the Director of Operations at Sandbox Pizza and The Tipsy Crow, and he said the only change will be businesses without a food license will be able to reopen and bars that serve food don't have to enforce a food order on each tab.Customers will be required to wear masks when they walk in and may only remove their mask once seated.Tables must be spaced at least six feet apart or partitioned.Colonero is hopeful the easing restrictions will continue, "who knows? Maybe three more weeks and no spike and we get a little more back to, the biggest thing for us is to get back to, if people are allowed to be in the venue, maybe at a lower capacity, just not seated."Many San Diego bars with food licenses have been open for the past three weeks and some are feeling the squeeze of the new restrictions."The 0 unemployment is killing businesses right now to get staff back," Colonero said. SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687

SAN DIEGO (KGTV) -  Sweat equity can pay off for San Diego's first-time homebuyers taking over the properties of downsizing Baby Boomers.The region's once red-hot housing market will continue to cool in 2019, according to a study by the California Association of Realtors released earlier this month. High home prices and rising interest rates are expected to slow sales.In our effort to help you find ways to make it in San Diego, 10News discovered a generation of people motivated to sell, and a generation willing to do the work to get a better deal."So, if you think about going into the grocery store and there's a bin of apples, you want to pick the one that's the shiniest right?” says Lisa Becker, a realtor for Keller-Williams. “Our job is to help the sellers spend money strategically and wisely, and yet we have a saying, ‘Don’t step over a dollar bill to pick up a penny.'"Becker encourages sellers not to spend money where it isn't necessary to sell their homes, including her current clients.“They’ve been here for 40 years, they’re in their late 70s,” says Becker. Baby Boomers are the fastest growing generation of sellers. According to Pew Research, 10,000 Baby Boomers retire every day, many with adult children long gone. Now these Boomers are looking to downsize into something more manageable on a fixed income.“They just took ,000 and resurfaced the pool, because the pool needed it,” says Becker showing off the backyard pool. “So, they’re taking care of the property, but this is a reason they want out.”An acre lot is harder to manage for someone in their 70s but might be perfect for a young family looking for their first home. With Boomers, many of the homes are well taken care of and maintained, but the interiors are not always up to modern designs.“So that’s where we come in as the realtor to have them do it in the simplest way possible,” says Becker. “So, when we take down the wallpaper and bring in more contemporary accessories, this kitchen will be absolutely fine. They’ve taken really great care of it, yet it’s still tile counters, and we know the buyer is going to want to put in quartz or granite in here.”No need for a costly upgrade in the kitchen or any other rooms. Instead, Becker and her team will take out all the furniture and stage the entire house.“So, as we go through the home, we’re going to be neutralizing all the paint,” says Becker. That gives the younger buyer a vision of the home’s potential.Repairs that need to be made will be made.“We’re going to come in and get this repaired because it just begs too many questions,” says Becker, pointing out rotting wood on the back patio cover.The goal is to grab the buyer’s attention and allow them to put in some sweat equity after moving in, creating their vision for larger projects like kitchens and master bedrooms.“Buyers' logic makes them think, and emotion makes them act. I appreciate it!" Proctor exclaimed as she received a re-furbished 2017 Toyota Corolla.Before she arrived, the Corolla was loaded with items from a simple wish list: Diapers, baby clothes, a stroller, a car seat, and a teddy bear in a blue vest. All are the same color as the car. It's much needed transportation. "Drive back & forth to work and take my daughter to daycare and go to the grocery store and things I was doing on foot," she said. "They did. They did it in blue; it's my favorite color. So awesome." A small town girl from Indiana, where it's snowing now, Haley was grateful on many levels. The Armed Services YMCA, Caliber Collision, and Allstate Insurance weren't finished; presenting her with a check for 00 dollars."It's gonna make my life 2,000 times better!" she added. "So overwhelmed I can't even cry. Thank you so much. Such a blessing." One other blessing coming in about four months, "I think I'm gonna name her Gabriella. She's a blessing and this whole team's been a blessing to me.
