SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Gavin Newsom’s proposed cuts to public education, as the state faces an estimated billion budget deficit because of the coronavirus.Even though the budget plan has been voted on, this could still change, as the governor has the power to veto, sign, or make changes to what’s been given to him by the legislature. 2600

SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) — Dangerously hot temperatures continue to scorch San Diego County's inland areas and deserts. Many of those areas hit peak temperatures well into the triple digits. Many inland residents chose to spend the day on the coast to escape the blistering heat.They say home is where the heart is. But for Peggy Dudenhoeffer, home is where the heat is. The Fallbrook resident drove 50 miles south Saturday, to enjoy the day in Bankers Hill, where it was about 15 degrees cooler."We feel like we're on vacation!" she said. "I like it better out here. We're lucky to be in San Diego to be able to sit outdoors in the summertime."She and her friend were at Barrio Star restaurant, which moved its operations all outdoors because of COVID-19 restrictions. But the restaurant was not going to let the heatwave turn customers away. They installed misters onto their rooftop overflow area."Right now, with this weather, it couldn't be better," Barrio Star General Manager, Michael Simpson, said. "Some nice mist, some nice picnic tables, and some nice margaritas!"Some preferred being closer to natural water. "Yesterday, I had to go to Ocean Beach just to escape the heat."Lynn said there was no way he could practice his skills back near his inland area home. SAN DIEGO (KGTV) — Bagging vegetables, opening boxes, organizing volunteers.Every month the parking lot at Unity Church in City Heights becomes a mini grocery store."Without this service a lot of people wouldn't even have a plate on the table to be able to say I had my meal today," said Chanae Jackson.Jackson started this food distribution several years back, partnering with Feeding San Diego to make it possible.She also found others who wanted to give back, including her friend Dede Jackson."You have hungry babies at home these places help they help they help feed your family," Jackson explained.Both women know how appreciated the groceries are because in addition to volunteering, they also take home food.They tell ABC 10News there's always been people lining up, but since COVID-19 hit, those lines have grown. Every month they serve roughly 70-100 people.Anyone can get food, no questions asked; they only need to be at least 18 years old. 960

SAN DIEGO (KGTV) - At least two former students of a coding bootcamp in downtown San Diego received refunds after a Team 10 story earlier this summer.Sean Calma and Lane, who declined to give his last name, were enrolled at Origin Code Academy. They both said they were promised one-on-one instruction, which they did not receive. Neither had previous coding experience, so they both asked many questions before enrolling."One time, [the instructor] didn't even know what he was looking at on my computer screen. A second time, he was like, I don’t know what that is. Third time, he asked to go ask another instructor," Lane told Team 10 back in June.CEO Jeff Winkler said coding is difficult, but would be willing to talk to the students about getting their money back. During a previous Team 10 interview, he pointed to many satisfied students and dozens of graduates, including one who recently got a job at Facebook.Winkler did not respond to Team 10's request for comment regarding the refunds.Coding bootcamps are regulated by the Bureau for Private Postsecondary Education (BPPE). Origin Code Academy was previously operating without approval. The academy appealed its citation, its fine was reduced, and as of August, it is allowed to operate. As part of its approval, it had to pay back students who asked for refunds.Both Calma and Lane could not talk about their refunds the received after Team 10's story because both had to sign a non-disclosure agreement before getting their money back.A spokesperson for the BPPE told Team 10: "The Bureau encourages Origin Code Academy students who have not yet received a requested refund to contact the Bureau so we can investigate their claims.
