CHULA VISTA, Calif. (KGTV) -- The man suspected of robbing a South Bay credit union was arrested following a crash Wednesday afternoon. According to Chula Vista Police, a man entered the Cal Coast Credit Union on the 300 block of East H Street around 2 p.m. Wednesday. Police say the man approached the teller window with his hand in his pocket simulating a weapon and demanded cash from the employee. After receiving the cash, the suspect left the credit union, getting into a getaway vehicle. Police were able to locate suspect based on vehicle information provided by a customer at the credit union. Officers spotted the vehicle going eastbound on H Street and tried to pull the suspect over, but he didn’t stop instead leading police on a chase. At some point during the chase, police say the man ran a red light on Otay Lakes Road, slamming into another vehicle. Both the suspect and victim in the crash were taken to the hospital with non-life threatening injuries. Police haven’t yet released the name of the suspect but say he is under arrest for the bank robbery and felony evasion. 1100

Chinese film star Fan Bingbing has appeared in public for the first time since she vanished without a trace three months ago, sparking rumors that she had been disappeared by the Chinese Communist Party. In a video posted by Baidu News and shared on Weibo, Fan was shown leaving Beijing Capital International Airport on Monday night, wearing dark glasses to hide her face and followed by a man with a large black umbrella.Despite her attempts to slip in under the radar, the 37-year-old actress was caught on camera by paparazzi photographers.CNN has not been able to independently confirm the veracity of the photos.Fan is among China's best known film stars, commanding million-dollar contracts for her performances in dozens of Chinese productions. She has also appeared in large international film franchises such as X-Men.But after allegations of tax avoidance by Fan were aired on Chinese social media in June, the high-profile actress disappeared from public life without a statement or explanation.Experts speculated she had been put into detention by the Chinese government while the tax allegations against her were investigated, a worrying development given her huge public profile and international standing."That China feels so emboldened to disappear even one of its most famous actresses ... should be a real wake up call that anyone within China could be next," human rights advocate Michael Caster wrote for CNN in September. On October 2, the Chinese government announced Fan had been fined for tax evasion, using multiple contracts to hide large secret additional salaries for her performances.Fan had to pay 0 million, according to the government, which included million in late taxes and fees. Because she was a first time offender, the government said there would be no criminal charges filed. 1858

CHULA VISTA, Calif. (KGTV) - An afternoon drive on the I-805 was interrupted by an explosion of glass, and a very close call.Just before 3:30 p.m. Wednesday, Jennifer Opdahl was northbound in the slow lane, and traffic was flowing. As she drove under the East Palomar Street overpass, she heard a close 'boom.' She didn't see anything flying at her, but she felt something."Kind of an explosion. Just heard glass splintering. It clearly came from my above my head. I think I ducked and screamed, but I was still driving," said Opdahl. When she later got out, she could barely believe what she was seeing: the sunroof on her Volkswagen Golf was shattered. Under the glass is a panel which slides back and forth. Whatever struck likely bounced off. Opdahl is thankful the sunroof wasn't open. The roof is inches from where her head was. "I dodged a bullet. I very easily could be dead right now," said Opdahl.Ophdal believes that bullet was a something heavy tossed from the overpass. Her ordeal similar to nine other incidents in the Sports Arena area and Pacific Beach, dating back to November."Incredibly irresponsible and incredibly dangerous," said Opdahl.Anyone with information on the case is asked to call the California Highway Patrol at 619-220-5492. 1265

CHULA VISTA, Calif. (KGTV) - A local program already in some schools asks students to watch for signs of violence among their peers.Mary Papagolos is a therapist who runs the Here Now program for South Bay Community Services. The 6-year-old county-funded program - overseen by San Diego Youth Services - expanded into the South Bay two years ago. This school year, Papagolos's team has gone to some 10 South Bay schools, from grades six-to-12, presenting in classroom settings and asking students to watch for signs of suicide but also violence toward others, or "homicidal ideation."RELATED: San Diego students, schools putting a stop to bullying"Some of the common warning signs we have students look for are isolation, withdrawal ... Also there's a big bullying component ... Those that are being bullied or doing the bullying are maybe struggling with something more serious," said Papagolos. After each presentation, students are handed a response card. One of the boxes they can check reads: "I need to talk to someone about myself or a friend."Papagolos says about 10 percent of the students they meet with request one-on-one meetings. She says serious tips are acted upon.RELATED: How some San Diego schools are combating bullying"Absolutely we've involved schools, parents, community resources and Chula Vista Police as appropriate," said Papagolos. That possibly critical intervention is ultimately traced back to their peers."They're the ones on the front lines, not us. So if we can teach them the warning signs, they are part of the larger effort to save lives," said Papagolos. 1611

CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments. The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business. For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic. In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes. The city also authorized the closure of a portion of Third Avenue to traffic. The closure would only be on weekends during certain hours from now until January to allow for dining outdoors, but so far, there isn’t any plan in place to make that official. In addition to relief for businesses and renters, the city voted to accept nearly 0,000 in emergency aid for the homeless. To find out if you qualify for the city's small business grant click here. 1600
