SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." San Diego is currently not experiencing any drought conditions, according to the state's drought monitor.As of Feb. 11, San Diego's reservoirs are between 23 to as much as 88 percent full, according to the city.LIVE RADAR: Weather conditions in your neighborhoodAn atmospheric river is a column of condensed water vapor in the atmosphere that are capable of producing high levels of rain and snow, the NWS says. When these rivers move inland and over the mountains, the water vapor rises and cools, creating heavy precipitation.While most atmospheric rivers are weak, some can create high levels of rainfall and flooding. About 30 - 50 percent of California's annual rainfall occurs in just a few atmospheric rivers, according to NWS. 1917

SAN DIEGO (KGTV) -- A war veteran who used to deliver meals to seniors in the North County is now receiving them himself.City councilman Mark Kersey honored Jim Munday on Wednesday morning for his contributions. This week, the long-time Rancho Bernardo resident will celebrate a birthday most of us can only hope to reach—102 years old.Councilman Kersey brought him a blanket, flowers, some food, and a special certificate in honor of his birthday and thanking him for all of his contributions to the Meals on Wheels of San Diego County, but it's even more meaningful because Jim was once a Meals on Wheels volunteer himself.“He started delivering when he was 90 and now he's 102, so he's a pretty special guy,” Kersey said. At 102, Munday is quiet, modest, and hard of hearing but still very much aware of the world around him.“A good day for a birthday party,” he said as he sat outside. The World War II vet fought in the Battle of the Bulge, receiving several medals including a Purple Heart and Bronze Star.His own artwork lines his living room. He started painting when was 90 and says he learned from watching Bob Ross on PBS.In 2003, Munday’s wife, Mildred, passed away, but their great-grandson, Hudson, and daughter Millie, were both on hand for this major milestone.“He's a very honest, generous person, and I'm very proud of him,” Millie said. A man taught his family to care for others. Now his community is doing the same for him.“To be able to give back to someone who's given so much is something that makes San Diego and Rancho Bernardo a special place,” Kersey said. "Meals on Wheels" delivered more than 447,000 meals last year to thousands of seniors throughout the county. 1701

SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

  

SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) -- A suspect was arrested Sunday morning after reportedly stealing someone’s car and stabbing the owner who tried to prevent the theft.According to police, the incident happened around 9:10 a.m. on the 2800 block of Jarvis Street in Point Loma.When the owner of the car tried to stop the man, the suspect stabbed the victim. Police say the suspect then drove to the Fashion Valley Comprehensive Treatment Center to get help.RELATED: Car slams into house in San Diego's Skyline neighborhoodA short time later, the suspect was picked up by two other people in a red Ford SUV before police stopped the three at Ocean Beach and took them all into custody.The suspect was eventually arrested and the other two people in the SUV released.
