SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. One stab wound to the left arm severed an artery, the prosecutor said.Baisa previously pleaded not guilty by reason of insanity but withdrew that plea in May.RELATED: Nephew arrested, accused of stabbing uncle to death in Pacific Beach apartment complexA neighbor at The Plaza Condominiums complex on Diamond Street called 911 in the early morning hours of Jan. 17, 2018, after the mortally wounded Bautista knocked on the door asking for help.Bautista was on the ground of a second-floor hallway when officers arrived on scene and immediately began administering medical aid, police said.He was taken to Scripps Memorial Hospital in La Jolla, where doctors pronounced him dead.Police found Baisa -- who they believed stabbed Bautista inside their residence -- at the complex and arrested him. 1331

  

SAN DIEGO (CNS) - More than 15,000 runners are expected in Balboa Park on Sunday for the 21st annual Susan G. Komen San Diego Race for the Cure.The event will raise funds for Komen's breast cancer programs, including mammography, financial assistance to patients and meal delivery.An opening ceremony is scheduled for 7:30 a.m., and the 5K run and 1K walk/run begin at 8 a.m. at Sixth Avenue and Palm Street on the west side of Balboa Park.According to Komen, six women a day are diagnosed with breast cancer in San Diego and one dies daily from the disease.However, the survival rate is nearly 99 percent if the most common form of breast cancer is detected early, Komen officials said. Many of the organization's programs, such as free mammograms for low-income women, are aimed at finding the disease as soon as possible.A closing awards ceremony will take place after the run.Online registration is closed. In-person registration is available Saturday from 10 a.m. to 2 p.m. at the race site, and Sunday beginning at 6:30 p.m. 1038

  

SAN DIEGO (CNS) - A San Diego man was sentenced Friday to more than six years in prison for operating a million Ponzi scheme that caused investors to lose more than million.In addition to the 75-month sentence, Jonny Ngo, former president and CEO of NL Technology, LLC, was ordered to pay nearly million in restitution for bilking investors out of money he alleged would be used to fund wholesale purchase orders of smartphone screens and other electronic goods.Prosecutors said the funds were actually spent on personal expenses, such as "a home, luxury cars and gambling."Ngo, 34, told investors that NL Technology was supplying smartphone screens to several buyers, including two that each ordered about million worth of NL Technology products, and prepared false financial and bank statements to back up his claims, according to the U.S. Attorney's Office.Ngo pleaded guilty to a mail fraud charge last year."Ngo swindled and conned innocent investors out of their hard-earned money to support his lavish lifestyle," FBI Special Agent in Charge Suzanne Turner said. "The false representations about wholesale purchase orders worth millions and supporting phony business records were all lies. Ngo's actions serve as an example of the unconscionable greed that fuels these all too common fraud cases." 1327
