BEIJING, Nov. 24 (Xinhua) -- China hopes the upcoming China-EU summit will promote strategic mutual trust, said Vice Foreign Minister Zhang Zhijun on Tuesday.     Zhang said, the summit to be held on Nov. 30 in the eastern Chinese city of Nanjing is the highest level of dialogue mechanism between the two sides, and it has a unique and leading role in the development of China-EU relations.     At the invitation of Chinese Premier Wen Jiabao, European Commission President Jos Manuel Barroso, Swedish Prime Minister Fredrik Reinfeldt, whose country currently holds the rotating EU presidency, and EU High Representative Javier Solana will attend the summit. Both sides will exchange views on bilateral relations, global financial crisis and climate change.     Zhang said China hopes the summit will actively enhance strategic mutual trust and both sides will be more determined to support each other's choice of path of development.     China also hopes the two sides will make a general blueprint for the dialogue and cooperation in various fields and show the world their cooperation on global issues including trade protectionism and climate change, Zhang added.     China and EU have common or similar views on major international issues such as upholding multilateralism and promoting world peace and stability. They enjoy a sound basis of cooperation on promoting reform of international financial system and coping with climate change, Zhang said.     According to the Foreign Ministry, Chinese and EU leaders will attend the signing ceremonies of a series of agreements on science and technology, economic and trade, environment protection and industry, and hold a press conference after the summit.     The upcoming 12th China-EU summit is the second of its kind in 2009 as the first one was held in May, and it is also the third time for the leaders to meet in 2009 since Wen visited Europe at the beginning of this year.

LIMA, Nov. 22 (Xinhua) -- China's top political advisor Jia Qinglin arrived in Lima on Sunday, kicking off his official good-will visit to this South American country.     Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, delivered a written speech upon his arrival at the airport of the Peruvian capital. BEIJING, Nov. 13 (Xinhua) -- China should keep home prices from long time "abnormal increases" and divert profits made from home price hikes to the public through taxation, a senior property official said here Friday.     Dong Zuoji, director of land planning department of the Ministry of Land and Resources, said home prices would continue to rise as the land in the world's fastest-growing economy is becoming increasingly scarce, but the government should use taxes to give the added value of the land back to society.     "China hasn't seen overcapacity in real estate sector on the whole, otherwise home prices wouldn't have gained so much," he said while attending a meeting held in Beijing.     Dong said the government would increase land supply for subsidized homes and adopt measures to prevent developers from hoarding land.     The government would also guarantee land use for high-tech, high added-value enterprises while limiting that of backward production projects.     Due to a series of supportive measures adopted by the government, China's property sector rebounded strongly this year. Home prices in 70 large and medium-sized cities rose for the eight straight month in October.     Average house price in Beijing surged 43.7 percent in July from that of January, to 14,500 yuan per square meter, Golden Keys, a property agent said on July 17.

BEIJING, Dec. 14 (Xinhua) -- China's State Council, the cabinet, said on Monday that the government was discussing measures and policies for the healthy development of the country's real estate sector as house prices in some cities are rising too fast.     Housing prices returned to growth on month-on-month basis since March this year on record lending and the government's favorable policies to stimulate property consumption, including tax breaks and interest rates cuts.     But as the market recovers, housing prices in some cities are soaring too fast, which deserves "great attention", according to an executive meeting of the State Council, chaired by Premier Wen Jiabao.     In order to maintain the "stable" and "healthy" development of the real estate market, China will increase supply of smaller houses at medium-and-low price levels, continue to support residential consumption for improved housing while curbing speculation.     The country will also expand construction of housing projects for low-income families, aiming to help 15.4 million more poor households solve their housing problems by 2012, attendees agreed at the meeting.     Meanwhile, more efforts will be made during the next three to five years to improve living conditions for residents living in shabby houses in some cities, they agreed.     About 10 million households are still living in "shanty towns" in some cities across the country, the meeting revealed.     The central government will offer financial support to renovate those "shanty towns" during the next three to five years, they agreed, but did not say how much funding would be put in place.     Local governments should increase concrete spending in rebuilding these poorly-constructed houses. Social investment is welcomed at these projects, according to the meeting.
