NANPING, Fujian, March 25 (Xinhua) -- Four of the five injured school children in a stabbing attack in southeast China's Fujian Province Tuesday, which left eight dead, became conscious Thursday, local authorities said.The four were in a relatively stable condition but still faced uncertainties and were all under intensive care, said Liu Bin, an official with the health bureau of Nanping City, where the bloodshed occurred.Zheng Minsheng, a former community doctor in the city, stabbed 13 children at the entrance of a primary school Tuesday morning in Nanping when crowds of students were arriving, leaving eight dead and five injured.One senior doctor and several chest surgeons arrived in Nanping from Beijing Wednesday to treat the children.The Procuratorate of Yanping District in Nanping City approved the arrest of Zheng Wednesday afternoon, on charges of intentional homicide, said Ye Xianjin, director of the Yanping District procuratorate office Wednesday.Zheng committed the attacks as he felt frustrated after breaking up with his girlfriend last year. He also said he found life meaningless, according to Xu Jingping, deputy head of the city's public security bureau.

HAIKOU, April 25 (Xinhua) -- China's fishery administration said on Sunday it had started regular patrols of the South China Sea, sending two vessels to take over from two others currently escorting Chinese fishing boats in the area."China Yuzheng 301 and 302 take over from China Yuzheng 311 and 202, which have been patrolling the sea area of Nansha Islands since April 1," said Wu Zhuang, director of Administration of Fishery and Fishing Harbor Supervision for South China Sea under the Ministry of Agriculture.He said the patrol ships were sent to escort Chinese fishing boats in the South China Sea and reinforce China's fishing rights of the waters around Nansha Islands.The two ships set sail from Sanya, a coastal city in China's Southernmost Island Province of Hainan, on Sunday.China's patrol vessels escort the country's fishing boats and help treat fishermen who fall ill, Wu said. Kuroda said the Chinese economy would maintain a high growth rate, with a forecast of 9.6 percent of GDP growth this year and 9.1 percent next year.Despite the fact that China's substantial fiscal measures were not the same as those implemented during the crisis, Kuroda believed that sooner or later the government would mull over an exit from these measures given the strong economic growth.Besides China, all Asian countries should carefully time their exit strategies to unwind their anti-crisis fiscal and monetary policy measures, he said.The ADB began its 43rd annual meeting on Saturday with a pivotal focus on poverty, climate change and regional integration. TASHKENT, May 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday called for efforts to increase cooperation in regional security and economic matters among the member states of the Shanghai Cooperation Organization (SCO).Speaking at a meeting of the Council of Foreign Ministers of the SCO in the Uzbek capital of Tashkent, Yang said that uncertainty and instability have been increasing and it would still take time for the world economy to fully recover.He suggested that the SCO member states make efforts in line with the consensus reached by their heads of state to further enhance coordination of their policies and strategies on affairs of common interest. Chinese Foreign Minister Yang Jiechi attends a meeting of the foreign ministers of the Shanghai Cooperation Organization (SCO) in Tashkent, capital of Uzbekistan, May 22, 2010.The member states should boost security cooperation to safeguard reigonal stability, including stepping up the fight against extremism, separatism and terrorism, optimizing the model for cooperation in ensuring security for major international events and carrying on joint anti-terrorism exercises, Yang said.Yang also called for bettering links among the SCO member states, boosting infrastructural construction, further facilitating trade and investment and expanding cooperation in sectors such as finance, transport, energy, telecommunications and agriculture amid the economic downturn.China will try to make sure that the 10 billion U.S. dollars credit it extended to other SCO member states, a commitment made by President Hu Jintao last year at the Yekaterinburg summit, is used for the best, Yang said.Yang and his counterparts from the SCO member states exchanged views and reached consensus on important regional affairs, including Central Asia security and stability, the international role of the SCO and its links with other multilateral organizations.They signed the Joint Declaration on SCO/U.N. Secretariat Cooperation after the meeting of the Council of Foreign Ministers.The foreign ministers also met with Uzbek President Islam Karimov.

  

BEIJING, May 31 (Xinhua) -- A senior Chinese police officer Sunday urged public security organs at all levels to ensure public order during the upcoming Children's Day and the national college entrance examination in early June."Security measures in kindergartens and schools must be fully implemented and loopholes must be found out," said Vice Minister of Public Security Huang Ming at a video conference.A string of attacks has shocked the country over the past few months and school security has been tightened. Police nationwide have began a thorough inspection of schools and nurseries, especially private ones and those in rural and remote areas, to close security loopholes."Public security organs at all levels must work with kindergartens and schools to ensure that kids will have a safe and happy Children's Day," Huang said.Huang stressed that the permanent mechanism for the safety in kindergartens and schools should be established.He also urged police officers to clamp down on cheating activities with high-tech devices during the college entrance examination, as well as criminal behaviors that disturb the examination and its participants.
