SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. "Now that I've seen the vehicle and the bicycle that was struck I can more easily identify with how traumatic or violent the accident was," said Don Scott. "Her condition has not really improved greatly in any way. However, its very, very small changes and we’re continuing to be hopeful and provide the best care that we can." Richards faces up to nine years in prison if convicted. His trial is set to begin in January 2020. 1143

SAN DIEGO (KGTV) -- The battle over the Crossroads of the West Gun Show continued Tuesday in Del Mar.The Board that oversees the fairgrounds is reviewing the show that has been hosted at the fairgrounds for the last 28 years.A pro-gun, second-amendment political action committee collected more than 3,100 letters in support of continuing the show in Del Mar.The letters were given to the board for review and consideration. Michael Schwartz, Executive Director of the San Diego County Gun Owners is pushing is pushing for the board to renew the shows contract with no restrictions or limitations."It took us less than a week to collect all these signatures, we could have gotten more. Some are written by entire families who come to the show every year. It is a family event with almost a 30 year history with Del Mar," said Schwartz. Protesters also made an appearance at the board meeting dressed in orange and asking the board to cancel the shows current contract.The Del Mar, Solanna Beach and Encinitas city councils have approved resolutions calling for a ban on the gun shows at the fairgrounds.Guns can be purchased at the show, but California law requires extensive background checks and a waiting period.The board will make a decision to cancel or continue the gun show at it's board meeting in September. 1329

SAN DIEGO (KGTV) - The Central San Diego Black Chamber of Commerce announced a new relief fund for Black owned business meant to keep them afloat during the pandemic.They held a press conference Sunday afternoon at Waterfront Park announcing the Black Business Relief Grant Fund.Lance Growth, member of the chamber and CEO of Growth 1031, organized the press conference and says this is going to fill the gap where the government's Paycheck Protection Program fell short, "for the COVID crisis yes this is a light at the end of the tunnel."Growth says about 95% of black owned businesses did not get federal money."I don’t want to say insulting but disheartening where you watch this crisis unfold then you see your government say, 'Hey we know how bad this is we are going to provide you help,' but then you read about the businesses that [didn't get] PPP, and it just folds into the social unrest," he said.He said the grants and microloans will pay for anything from rent to supplies to payroll.Growth said they weren't going to make the application nearly as time consuming and invasive as the PPP, "we’re just going to try and get you this money as fast as possible because everyone is hurting from this pandemic."Applications open Wednesday, June 17, and priority will be given to small disadvantaged businesses in low income neighborhoods.Specific criteria for the grants will be defined Wednesday, according to the chamber.They are expecting a very high demand, compared to the amount they can give out. SAN DIEGO (KGTV) — The Ninth Circuit Court of Appeals rejected an emergency injunction for a Chula Vista church to hold Christmas Day services indoors.South Bay United Pentecostal Church, which has had legal challenges denied over California's COVID-19 restrictions against places of worship holding indoor services, requested the injunction while its appeals case works its way through the courts.Thursday, the Ninth Circuit denied the request but the case will see a full hearing on the merits on January 15, 2021.RELATED: Los Angeles County change on indoor religious services could impact South Bay lawsuit"We are extremely disappointed that the Ninth Circuit has yanked the joy of Christmas away from South Bay United Pentecostal Church and its congregants," Charles LiMandri, one of the attorneys representing the church, said in a statement.LiMandri said they will request that the U.S. Supreme Court intervene in the case. The country's highest court has already ruled in favor of religious institutions in a New York case, prompting Los Angeles County to amend their public health order to allow for indoor religious services under certain modifications.“By refusing to allow South Bay to participate in the worldwide celebration of the birth of Jesus Christ, the court is continuing to perpetuate the violations of religious liberty that Governor Newsom has been executing for nine months under the guise of COVID-19 prevention,” said LiMandri.California's regional stay-at-home order prohibits indoor operations across several industries, including churches and places of religion.South Bay United Pentecostal Church has argued against the state's restrictions since May. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. And we will enforce the law through prosecution of illegal border crossers,” Nielsen stated.The DHS statement encouraged those with asylum claims to seek protection in the first safe country they enter, naming Mexico as a possibility.“While we are committed to doing everything we can on the border to secure our nation, we need Congress to do their job as well.  I join the President in asking Congressional leadership to work with the Administration to pass legislation to close the legal loopholes that prevent us from securing our borders and protecting Americans.
