(AP) — Officials in Nevada are identifying a 55-year-old man found dead under a vehicle they think may have collapsed on him due to earthquakes last week in nearby Southern California.Nye County Sheriff Sharon Wehrly (WER'-lee) said Thursday that investigators might never know for sure what caused Troy Ray to become pinned beneath his Jeep outside his trailer home in rural Pahrump.Sgt. Adam Tippetts says in an internet post that Ray was last seen alive at a nearby gas station July 3.A day later, a magnitude 6.4 earthquake struck near Ridgecrest, California, followed by a larger 7.1 temblor on July 5.Ridgecrest is about 95 miles (153 kilometers) west of Pahrump.Tippetts says Ray's death was ruled an accident resulting from asphyxia and blunt trauma. 780

PHOENIX, Ariz. -- New witness video shows Phoenix police pinning down a 28-year-old man on a scorching summer street just minutes before he became unresponsive and died.Ramon Timothy Lopez was the father of two children, including a newborn baby. Lopez had been diagnosed with paranoid schizophrenia, according to his girlfriend. He worked as a truck driver, and he lived less than a mile from where he encountered police on August 4.The witness, who captured about 20 seconds of cell phone video, said she stopped with other traffic as an officer chased Lopez back-and-forth across 51st Avenue near Indian School Road at about 10:30 a.m. that day. The woman, who also lives in the Maryvale neighborhood, asked KNXV not to use her name. She felt the first officer was overly aggressive toward Lopez."[I] felt he was using a lot of force to slam his body into the ground," the woman said. "The gentleman seems like he was still struggling, but at that point, it seemed like he just didn’t want his face smashed on the asphalt. It was super hot.”Minutes earlier, police were dispatched to a report of a man looking into car windows in a nearby parking lot. Phoenix police say Lopez saw the officer approaching him when he ran into a liquor store, threw a drink at the officer, and ran away into the road."The officer was by himself and when he grabbed hold of Lopez, they both fell onto the hot asphalt and both could have been struck by vehicles on 51st Avenue," Sgt. Mercedes Fortune said in an email to KNXV.Once other officers arrived, "Ramon refused to cooperate and continued to kick and pull away from officers," Fortune added.The witness video, from the moving car, showed one officer holding Lopez's feet to the ground. A second officer appeared to kneel on Lopez's back and a third officer was crouching near his upper body. It's unclear whether he was also on top of Ramon."He did have his left knee in the midst of his back and shoulders," the witness said. "[The officer] had [Ramon's] arms pressed against the tops of his shoulders and his legs were actually on his hand, so at that point, [Ramon] was restrained, and [the officer] was still put in quite a bit of force."Lopez appeared to be holding his head off the pavement, but he was not moving otherwise. Police said they found no drugs or weapons on Lopez.Police say they put Lopez in the back of a police car before he became unresponsive. He was taken to the hospital and pronounced dead."Officers did not place their knee(s) on Ramon's neck and at no time was his airway obstructed," Fortune said. She added that Ramon was laying on the roadway for a minimal amount of time.Asphalt on a 100-degree morning in Phoenix can become hot enough to cause serious burns on human skin.Fortune also said it would be "highly irresponsible" to assume the cause of death. According to the Maricopa County Medical Examiner website, the autopsy results are still pending.The witness who spoke to KNXV said she also called the Phoenix Police Department to report concerns about what she saw. She said a sergeant returned her call."He let me know he reviewed the body cam and didn't see anything that I was reporting," she said. PETA wants to make sure a bunch of lobsters killed in a vehicle wreck last week in Maine aren't forgotten.The animal rights group, formally known as People for the Ethical Treatment of Animals, sent a letter to the Maine Department of Transportation asking for permission to install a 5-foot tombstone for the deceased crustaceans along a highway in Brunswick.That's where a local seafood distributor's truck -- loaded with about 70 crates of lobsters -- overturned, CNN affiliate WGME reports, spilling thousands of them onto the roadway."It was something I've never seen before," Brunswick police Detective William Moir told the station. "Some lobsters were loose on the ground from being spilled over so we went to work to save the ones we could."The requested memorial would feature a picture of a lobster with the words "In Memory of the lobsters who suffered and died at this spot, August 2018." It would also urge people to "Try Vegan.""Countless sensitive crustaceans experienced an agonizing death when this truck rolled over and their bodies came crashing down onto the highway," PETA Executive Vice President Tracy Reiman said in a statement.?"PETA hopes to pay tribute to these individuals who didn't want to die with a memorial urging people to help prevent future suffering by keeping lobsters and all other animals off their plates."On Thursday, the state Department of Transportation turned down PETA's request, citing safety concerns.?In a letter?to PETA, Jim Billings, the department's chief counsel, said development and signs of all types are prohibited along controlled-access highways such as US 1."Control-of-access areas may have a very high volume of car and truck traffic as well as a high speed limit that could create a potential hazard to motorists should development and signs be allowed in these sections," Billings wrote.And Ted Talbot, the department's spokesman, also said PETA's plans wouldn't fly because it seemed like the animal rights group was seeking a permanent memorial, and that's not permissible under state law. Arkovich says her goal with bankruptcy cases is not to necessarily get rid of the entire debt, but to make payments sustainable and affordable, with an end date.Bankruptcy is an extreme measure and not for everyone.“Bankruptcy is a last resort option, because it will really force you not only as a student loan borrower but as a citizen and a consumer to start from scratch on your finances,” said Arkovich. “So, your student loan debt shouldn't be the only reason that you would consider bankruptcy.”One thing to consider first with private student loans is debt consolidation. You can work with a nonprofit credit counselor on that. There are also repayment assistance programs for private loans.Federal student loans have more options, including student loan forgiveness programs.For current students, make sure your FAFSA is up to date, so it reflects your family's current financial situations. After that, contact your school's financial aid office.
