BEIJING, Aug.1 (Xinhua) -- China's General Administration of Press and Publication (GAPP) has voiced its support for journalists' rights of supervision after police in an east China county wrongly issued an arrest warrant for a journalist."News organizations have the right to know, interview, cover, criticize and monitor events regarding national and public interests. Journalistic activities by news organizations and their reporters are protected by law," read a statement posted on the GAPP's website.The statement came after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter of the Economic Observer News, who was accused of defamation by a publicly-listed company.Qiu had previously been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company with fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.Police officials said earlier Friday that the investigation into allegations of defamation against Qiu and his newspaper would continue.

BEIJING, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged beefing up late rice planting in the wake of floods to ensure a good rice harvest.Hui stressed that soil in the flood-affected regions should be drained as soon as possible. Local authorities should restore damaged farmland to good conditions and make sure late rice is planted on time.In his recent instructions on late rice production and flood relief in agriculture, he also ordered local authorities to improve service for farmers and ensure seeds are supplied for planting.Efforts should also be made to strengthen field management and to intensify disaster and pest disease prevention, said Hui.As of July 21, more than 7 million hectares of farmland in China had been destroyed by torrential rains and floods, according to data from the State Flood Control and Drought Relief Headquarters.

BEIJING, Aug. 11 (Xinhua) -- China's Ministry of Health has said it will draw upon its experience from the H1N1 flu control to ensure prevention of the general flu, as the World Health Organization (WHO) announced plans for the post-pandemic period."Based on the experience from A/H1N1 prevention and control, we will revise emergency plans and will continue flu prevention efforts in a bid to ensure people's health," said a statement released late Tuesday by the ministry.Figures from the ministry show that the weekly new A/H1N1 cases have remained below 30 since mid-April. Further, no deaths have been reported for 12 consecutive weeks.While announcing the coming of the post-pandemic period, WHO Director-General Margaret Chan warned that the A/H1N1 virus will continue to spread as a seasonal flu for some years.Chan urged health authorities to maintain alert for the virus.So far, about 800 deaths from A/H1N1 influenza had been reported in China, Health Minister Chen Zhu said earlier.More than 100 million Chinese have been vaccinated against A/H1N1 flu as of May 14.The A/H1N1 virus was first identified in Mexico in April 2009. More than 211 countries and regions have reported laboratory confirmed cases of the flu, including more than 18,000 deaths.

  

DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said.The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches.An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. Both pipelines are owned by China's No.1 oil and gas producer CNPC.Improper injections of strongly oxidizing desulfurizer into the oil pipeline after a 300,000-tonne tanker had finished unloading its oil caused the explosion, results of a State Administration of Work Safety and Ministry of Public Security investigation showed Friday.

  

ROME, Aug. 4 (Xinhua) -- The recovering of poplar forests in Siyang County in Eastern China's Jiangsu Province is benefiting rural life and agricultural activities, the UN Food and Agriculture Organization (FAO) said on Wednesday.Thanks to a joint program launched more than 30 years ago by the Rome-based agency and Italian plant research labs, new poplar forests have extended from 7 percent to 47 percent and are now covering more than 100,000 hectares of the county's land area.Today the poplar forests play a crucial role in restoring marginal flood plains and stabilizing the river banks. Large swaths of planted poplar trees now protect fields once ravaged by floods, wind, sandstorms and soil erosion, giving boost to agricultural production and benefiting 1 million farmers living in the county.According to the FAO, the Siyang case is an outstanding example of countryside reinforcement triggered by the successful application of the international transfer of germplasm, scientific knowledge and technology."Poplars are very fast-growing and amazingly resilient," said Jim Carle, leader of the Forestry Management Team at FAO. "They can grow in many sorts of ways and can easily integrate with other land uses, making them ideal for supporting animal husbandry, agriculture, aquaculture, viticulture and horticulture," he added.Some of the services provided by these multi-purpose trees include furnishing material for shelter, shade and dwellings, protecting crops and supplying fodder for livestock, as well as offering viable sources of bio-energy.Since the launch of the program the FAO has engaged Siyang farmers and smallholders in new income generating activities. The development of wood industries and resulting job creation has contributed to an improvement of the region's overall economic situation and an increase in the per capita income of both its urban and rural residents.China is now the world's biggest poplar growing country. It has become the key player in poplar cultivation and is able to transfer knowledge and technology also to other regions in Central Asia.
