BEIJING, Dec. 2 (Xinhua) -- Medical experts and leaders from the world's leading orthopaedic societies on Friday called for the improvement of health insurance programs and medical care for people in developing countries."Health care should reach the unreached," said Professor H.K.T. Raza, president of the Asia Pacific Orthopaedic Association (APOP), at the Sixth International Congress of Chinese Orthopaedic Association (COA), which is running from Thursday to Sunday in Beijing."If we really want to improve people's well-being, we have to make health care available to those who have difficulty accessing it. Although that will probably be a very difficult task, we should try and do it gradually," said Professor K.M. Chan from the Prince of Wales Hospital in Hong Kong.Statistics from the Ministry of Health show that 1.27 billion Chinese, or 95 percent of the country's population, are covered by basic medical insurance programs. However, private medical insurance accounts for less than 2 percent of the country's health care financing, while private insurance in other countries stands at an average of 20 percent."With the increasing demand for quality health care, there will be higher demand for commercial insurance. With more private health funding in the system, we can increase the quality," Prof. Chan said.Government health care expenditures should be directed toward those who can't afford health care at all, while commercial insurance should cover the needs of those who can afford to purchase it, Prof. Chan said."We need to have different approaches combined together to revamp the current health insurance structure in China," he said."If you want to raise the quality of health care, you need to have the responsibility from the government, the individuals and the insurance system," he added. While China may need to promote its commercial health insurance, in India, the situation is different. Though many medical tourists choose India as their destination for affordable care, health insurance is uncommon in the country. While patients typically pay out of their own pockets for routine care, it is estimated that over 300 million Indians out of a population of 1.2 billion still live on less than one U.S. dollar per day.

BEIJING, Oct. 11 (Xinhuanet) -- An experimental drug that can remove amyloid plaques from the brains of Alzheimer's patients is being developed by Swiss Roche Holding AG in a small early-stage study, according to a report published in the Archives of Neurology on Monday.Researchers suspect the build-up of such plaques may be a cause of the memory robbing disease, although that theory has yet to be definitively proved. Gantenerumab, a biotech drug designed to bind to amyloid plaques in the brain and remove them, is being targeted at the early stages of Alzheimer's with the hope it can slow progression of the disease while patients are still able to function. The Phase I study of 16 Alzheimer's patients tested gantenerumab at two doses against a placebo over six months of treatment. The Roche drug led to a dose-dependent reduction of brain amyloid, while amyloid load increased in patients receiving a placebo, the report said. The next step will be to investigate whether removal of brain amyloid translates into clinical benefit for patients at doses of the experimental drug that are well tolerated and safe, the report said.Much larger trials and further study will be needed to fully understand how gantenerumab works and whether it can stave off Alzheimer's, said the report.Roche is approaching the disease far earlier because amyloid accumulates for 15 years before dementi.

BRUSSELS, Oct. 7 (Xinhua) --- The European Commission on Friday gave the green light to Microsoft's acquisition of voice and video communication provider Skype, thus removing the last hurdle in the process.According to a statement released by the Commission, "the deal would not significantly impede effective competition in the European Economic Area (The EU plus Iceland, Lichtenstein and Norway) or any substantial part of it."The Commission explained that it found that in the area of consumer communications, the parties' activities overlap in video communications, where Microsoft is active through its Windows Live Messenger. However, the Commission considered that there were no competition concerns in this growing market where numerous other players, including Google, were present.Skype was bought by eBay in 2005 at the price of 4.1 billion U.S. dollars, and sold out at 2.75 billion U.S. dollars in 2009. Microsoft declared to take over Skype at a cost of 8.5 billion dollars on May 10, 2011.

SAN FRANCISCO, Oct. 5 (Xinhua) -- Google announced Wednesday that Google Earth, the tech giant's virtual globe, map and geographical information program, has been downloaded more than one billion times since it was first introduced in 2005.According to Google's official blog, there have been more than one billion downloads of the Google Earth desktop client, mobile apps and the Google Earth plug-in. To celebrate the milestone, Google is aggregating all the interesting ways people have used Google Earth around the world and posting them on "www. OneWorldManyStories.com.""We never imagined our geospatial technology would be used by people in so many unexpected ways," said Google in the blog post.Google Earth maps the Earth by images obtained from satellite imagery, aerial photography and GIS (geographic information system) 3D globe. It also has versions of Moon, Mars and Sky, enabling users to see images and videos of the planets and distant galaxies. It is currently available in Google Earth, a free version with limited function, as well as Google Earth Pro and Google Earth Enterprise, subscription services with additional features intended for commercial use.

SHANGHAI, Jan. 11 (Xinhua) -- The listed arm of China's biggest train maker, China South Locomotive and Rolling Stock Industry (Group) Corporation (CSR), has been allowed by regulatory authorities to raise 9 billion yuan (1.41 billion U.S. dollars) on the stock market, the company said Wednesday. The Hong Kong- and Shanghai- listed CSR Corp. Ltd. will sell 1.96 billion shares at 4.46 yuan apiece to select investors, it said. But CSR's parent -- state-owned CSR Group -- has agreed to buy no less than 6 billion yuan's worth of the shares, leaving the rest to institutional investors.CSR's net profit growth in the third quarter of 2011 plunged to 9.66 percent year-on-year from a high of 85.08 percent in the first half of 2011 as the country put the brakes on development of the railway sector after a deadly bullet train crash on July 23 that killed 40 people and injured 210 others. The decision to slow the development of high-speed rail lines has led to halts in construction of about 90 percent of ongoing railway projects, or 10,000 km of rail lines across the country, local media reported earlier.CSR is the maker of the bullet trains involved in last July's deadly collision. After the accident, the company's executives bought a combined 540,000 share in August, a move seen as an attempt to bolster battered stock prices.Analysts say the fundraising would help CSR greatly ease its financial burdens. The company earlier pledged to maintain profit growth and its dividend policy to boost investors' confidence.
