SAN DIEGO (KGTV) – San Diego’s unemployment rate is near historic lows, but plenty of people are still out of work. 10News is exploring ways to help you improve your competitive edge in the job market. “I freelance, and I have a part-time job that has been helping me get through,” said Katie Orchard, who has been looking for full-time work for the past four months. Orchard is in search of stability, but in a competitive job market, that search becomes more difficult. However, the employment rate in San Diego is also down. With a job market continually changing, how do you improve your edge and stand out?According to Allie Barara and Dana Ellison, both recruiters at Creative Circle in San Diego, the key to standing out, is your resume. RELATED: LIST: Jobs available for retirees“Because there are so many people looking for positions they get lost in the shuffle, and they are not hearing back. It’s kinda like that black hole of the unknown once you submit your resume,” said Allie Barara. Barara says, job candidates need to be specific with programs and software. “I think what a lot of people miss on their resume, is that they don’t spell out the specific softwares they are proficient in. I think showing that at the top of their resume is really going to highlight and give you those extra buzzwords,” said Barara. Another way to make your resume stand out is including or obtaining certificates in your specific field of interest. But also the specific softwares and CMS’ will really stick out to employers. They want you to have the experience, but having that certification to back it up, will also go a long way as well,” Barara said. According to Dana Ellison, a senior recruiter, a common mistake job seekers make is not applying for the right job.“I say titles are a little nebulous. If you see a job and say hey this describes all the skill sets I do, but it’s not how I’m marketing myself, that would be a great way to start,” said Ellison. Ellison also suggests job seekers ditch the fluff words to make room for things that matter. “If someone says they are a good communicator, a team player, a fast learner, those are things literally everyone says, so those things can be left off,” said Ellison. SAN DIEGO (KGTV) – Stopping aggressive behavior before it starts is one of the many goals for schools within the San Ysidro School District.The San Ysidro School District partnered up with the District Attorney’s office to teach staff members restorative practices in school. These practices help students deal with their emotions and understand their behaviors.Kids take a few minutes a day to express how they feel and address different topics like who they trust and why. This practice is a way to swap punishment and instead provide support in hopes of reducing crime, bullying, and violence.RELATED: Bullying a major concern as kids go back to school“This is giving these students an opportunity to be more successful because when emotions get involved and you don’t know why you have them, and you don’t know how to deal with them that’s when a lot of students get in trouble,” said Manuela Colom-Ramirez.The District Attorney’s office and the and the San Ysidro School District hope this program provides an action plan guideline for students, staff, and parents.“It’s all under the philosophy that when you are doing with, rather than to, you are going to get more inspired kids, you are going to get more inspired youth, and we are able to build a more sustainable community,” said Khemal Johnson. 1319

SAN DIEGO (KGTV) -- Six months after closing its doors to the public due to the COVID-19 pandemic, SeaWorld San Diego is reopening through their weekend Zoo Days Bayside BBQ and Brews events. The special event will take place every weekend until SeaWorld can fully open. The park's attractions will be very limited, with guests able to enjoy all outdoor animals exhibits and shows."We’re opening as an accredited zoo and you can come in and enjoy all the live animal presentations we’re world famous for like the Orca Encounter, dolphins, Sea Lions Live and all the outdoor exhibits that people love and miss," said SeaWorld Park President Marilyn Hannes..Among closed signs for indoor exhibits, game rooms and rides, guests will also notice dozens of sanitizer stations, distance markers and download codes for digital park maps spread throughout.Visitors will also be able to continue enjoying the tide pool areas. "The water is highly filtrated, each of the systems were designed to be a touch pool so they have a high filtration and so that constant turnout makes it safe to do the interaction," Hannes said.Although some of the attractions are closed, Hannes said new ones will take its place, adding, "We’ve opened up Vistas to the Bay so we have a new waterfront area where you can that ocean breeze and try craft beers."Zoo Days will take place every Friday through Sunday from 11 a.m.-7 p.m. The event has a limited capacity and purchasing a ticket online acts as a reservation. SAN DIEGO (KGTV) - San Diego Sector Border Patrol Chief Rodney Scott took 10News on a tour of the U.S.-Mexico border Friday to explain what works - and what doesn’t - for his department. 10News asked Scott about the impact of the government shutdown on Border Patrol agents. As of Dec. 22, the group is among those working without pay. Scott said both border security and the morale of the people who work for him will be challenged if the shutdown gets drawn out. Politicians continue to fight over funding for a border wall and lost in the bickering may be the language. President Trump continues to fight for “a wall.” And yet, earlier this week his Chief of Staff John Kelly told the Los Angeles Times that the idea of a solid concrete wall was abandoned early in the administration. Wall, fence, whatever you want to call it, no one knows what’s needed most for border security than border agents themselves. RELATED: Six takeaways: President Trump talks shutdown, the wall, San Diego borderDuring our crew’s tour with Chief Scott, we witnessed migrants crossing illegally over an outdated fence. "So, on January 1, this wire was not here either," said Scott. He pointed to a section of an old, outdated border fence made of steel slats once used as runway mats for the military. Scott tried to make his case that no matter what happens in Washington D.C., his agents are the ones in the real fight. RELATED: San Diego lawmakers respond to Trump's border wall comments"On January 1 the people throwing rocks were up on top of that berm," said Scott, pointing to an area where migrants had high ground on his border agents. Scott gave our crew a tour of where the most recent confrontation took place with migrants trying to cross the border. He said his agents had to use tear gas after rocks were thrown from Mexico and claimed assaults on his agents are up 300 percent this fiscal year. Scott confirmed one of his agents was hit in the face with a rock. “But he had a riot helmet and shield on, so he wasn't seriously injured,” Scott said. RELATED: Trump says he may build wall without Congressional approvalThe biggest problem, Scott said, is the outdated and ineffective fence. In some cases, there is no way for his agents to see who's on the other side and if they pose a danger. And while Congress and the White House argue over a border wall, Scott and his agents at least have a small saving grace. "All of this, that you have here, is just within the last couple of weeks? This was in the last week," said Scott, proudly pointing out a new portion of fence. The new replacement fence was funded before President Trump came into office and was shown to our crew by Border Patrol for the first time. Eventually it will be 14 miles long, and 18 feet high on average, even taller in other areas. And for Border Patrol agents, it’s a game changer in border security. This new fence has concrete that runs 6 feet below the surface, so migrants are unable to dig under the fence. Steel bollards, encased in concrete, are separated by mere inches allowing agents to see what's on the other side. In some areas, the wall is 30 feet high. That's a significant upgrade from other areas of the outdated fence where human traffickers can cut through the metal. RELATED: TSA screeners, working without pay, calling out sick at major airports during shutdown"On average there's 3 and a half breaches in this per day," said Chief Scott, indicating patches in the fence that have been sawed through. "To jump the legacy landing mat fence, run up and start a cut in this fence big enough that you can actually get people through, is less than 2 minutes total time." As Scott spoke with 10News, three migrants jumped the old fence, but had no desire to cut through the secondary fence and escape. They quickly surrendered to a Border Patrol agent. "When that happens there is a high probability that they are going to claim asylum,” said Scott. “What that really means is that they just cut the line in front of a couple of thousand people that are doing it right and are waiting at the port of entry." 4106
SAN DIEGO (KGTV) - School districts across San Diego could begin to build affordable housing for employees and teachers who are struggling to make ends meet.Under the Teachers Housing Act of 2016, districts are now allowed to build housing on land they own. They can designate the homes specifically for teachers and employees, while still getting tax credits and funding usually only given to affordable housing projects open to the general public."The people working at schools need to live in the community they're working in," says San Diego County Board of Trustees Vice President Mark Powell. He recently published an article on the website VoiceofSanDiego.com advocating for the idea. He believes it would be a great way to make sure districts can attract and retain teachers who may not be able to afford California's rising housing prices."If wages are not high enough for them to afford to work in this area, then they're going to leave," says Powell. "That creates a vacuum, and it creates a shortage of a workforce."Right now, the average salary of a teacher in San Diego is ,314.That's less than half of what you need to make to afford a median-priced home in the area.Teachers we spoke with say they can't afford to live in the school districts they work for."I feel like an outsider," says Olympian High School Music Teacher Jennifer Opdahl. She drives about a half-hour to and from work every day. Opdahl says she has problems connecting with the community when she doesn't live there. She also gets frustrated that she can't vote on issues that affect her district. "I would be less stressed. I would be less exhausted. I would have better balance," Opdahl says of the benefits of living closer to campus. "All of those things equate to better health and, honestly, a longer career."San Diego Unified School District officials say the idea of using excess land to build housing is something they're already looking into. Recently, they partnered with Monarch Developments on an apartment complex in Scripps Ranch. The developer is leasing the land from the district and will designate 20% of the apartments in the complex as affordable housing. The district hopes their employees will be able to move into those units."We absolutely intend to be a part of the solution," says SDUSD Board Member Richard Barerra. He says the district is also looking at a handful of sites that they can turn into housing.Barerra says the district plans to move Central Elementary School in City Heights to a new location on the site of Wilson Middle School. He says the land where Central sits right now could become housing. He also says the district is considering renovating their headquarters on Normal Street to include a teachers' village with housing and open space. The district is also turning their old book depository building on 22nd Street and Commercial into a mixed-use development."To deliver quality education, you need quality educators," says Barerra. "So everything we can do to make it possible for great teachers and particularly young teachers to come into our district and teach our kids, it's all part of the investment in education that voters in San Diego have made."Because the districts already own the land, Powell believes they can bypass a lot of the planning steps that delay construction and add to costs. That would help keep the cost of rent down for teachers when they move it. It could also eventually become a way for districts to add money to their budget."You can use bond money, or you can get federal grants or loans from the state to build the units," says Powell. "Eventually, at some point, these lands start to pencil out and are positive cash flow."Barerra says he thinks SDUSD could have housing completed within 3-5 years."I think what we will do is create a sense of what's possible that other districts can look at and this can be really a big part of the solution," he says. 3939
