SAN DIEGO (KGTV) -- Rep. Duncan Hunter's opponent, Ammar Campa-Najjar, spoke out Tuesday about the indictment against the congressman. “Now is the time to put country over party,” Campa said in a brief video posted on YouTube. Campa continued by adding that Hunter "is in it for himself." The couple is also accused of filing false campaign finance records with the Federal Election Commission. RELATED: San Diego Congressman Duncan Hunter and wife indicted for campaign fund misuseAccording to an affidavit, hunter allegedly spent the money on vacations, dental work, tuition, movie tickets, video games and home utilities, among other things. The affidavit goes on to claim that the Hunters mischaracterized the purchases in FEC filings as things such as campaign travel, dinner with volunteers or campaign contributors, toy drives and teacher/parent events.  Hunter and Campa will face off in November. In the June Primary, Hunter finished with 49 percent of the vote with Campa gaining 16 percent. Political Consultant Laura Fink told 10News Tuesday night that a more recent generic ballot showed the to candidates "neck-and-neck." Fink added “It got close before this indictment. With Republicans having less energy in their turnout, it gives Campa-Najjar a real shot at this.” 1835

SAN DIEGO (KGTV) - San Diego is home to the nation’s largest concentration of military personnel. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." He acknowledges the VA is over-burdened, but he tells his clients not to give up. He says persistence pays off. It disappoints Watt to see someone wait years or decades before coming in. Among his clients are World War II veterans who waited more than 70 years to ask for help.10News called the local office of the Veteran's Administration. They recommended people go to the VA website. He says "having benefits would be a tremendous benefit to them financially." He's waiting to get a response.Vietnam veteran George Simons has multiple health problems and after recently having a stroke he says he's "basically bed bound." His wife Cyndy has been caring for him for years. The medical bills have mounted, and take the majority of their money. Other things around the house have had to go unattended. After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. They are still pursuing greater benefits.Watt tells both couples to "keep at it. and don't take no for an answer." 3834

SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) — San Diego Police are searching for an 18-year-old at-risk woman who disappeared from her Barrio Logan home on Sunday.Police say Kaedyn Carmon was last seen leaving her home at about 5:50 p.m. She left on foot in an unknown direction after an argument.Carmon is diagnosed with Autism with the mental capacity of a 9- to 11-year-old, police added.She's described as a black/white female with black hair and brown eyes, and about 5-feet, 3-inches tall and 260 pounds. She was last seen wearing a maroon tank top shirt, pink shorts, and pink Croc shoes.Any with information on Carmon's whereabouts is asked to call SDPD at 619-531-2000. 659

SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines.
