SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) — Officials are seeking the public's help to identify a young woman who was hit and killed on Interstate 5 near the San Clemente Border Patrol station almost two weeks ago.The Hispanic female, believed to be in her late teens to early 20s, was hit while trying to run across northbound I-5 lanes at about 9:30 a.m. on Aug. 9.She may have recently traveled to the country from Mexico or another Central American country, according to Medical Examiner investigator Tessa Lee.RELATED: Unaccompanied girl hit, killed walking on Interstate 5 near San Clemente border station"We are hoping that someone may recognize this young woman so we can identify her and notify her family," Lee said.A fingerprint search in the FBI and U.S. Border Patrol databases came back with no matches.The woman had brown eyes, long hair, weighed about 111 pounds, and was 5-feet 1-inches tall. SAN DIEGO (KGTV) — Pilot Robert DeLaurentis touched down this week in San Diego after traveling 26,000 miles in the name of peace.DeLaurentis, known as the peace pilot, flew from the South Pole to the North Pole in a journey that took him to six continents and 22 countries in the name of peace."The mission of the flight is world peace and we're connecting the South Pole and the North Pole, the two places on the planet where peace has always existed and helping to connect everybody in between," DeLaurentis said.His journey to the only two locations on Earth that have never seen war will be chronicled in the upcoming documentary, "Peace Pilot to the Ends of the Earth and Beyond," featuring a collection of interviews, blogging, and observations.DeLaurentis encountered a slew of mechanical issues during his adventure."In fact, when I left Ushuaia for the South Pole I packed up all my personal belongings in a hotel rook with my address I assessed my chances of coming back at about 50%," says DeLaurentis. SAN DIEGO (KGTV) - New documents in a search warrant reveal evidence in the investigation of the Poway synagogue shooting during which one person was killed and three were injured. Evidence cited in the documents confirms rumors that have been spread over the last two months surrounding a possible live stream and an alternative chat room site where many alleged John T. Earnest adopted his hateful ideology.The document states, "San Diego Police Department ("SDPD") Officers responded to that location and took John Earnest into custody without further incident. Seen on the front passenger seat was an AR-I5 rifle but no handgun was visible. Additionally, in the vehicle was a helmet with a Go-Pro camera on it."The document later describes the suspect's disposition after officers made contact. "At that time, Earnest did not appear to be under the influence of a controlled substance but did appear to have a 'flat affect' as though he was detached or unaffected by his actions," the document says.The document brings up the manifesto that was the subject of a previous 10News report. "An SDSD system data miner, found a manifesto on Pastebin.com written by a person identifying himself as John Earnest," the document says. "In the manifesto, which he named 'An Open Letter.'"On page six of the document, there is a reference to how Earnest adopted his ideology. "During that interview, he informed an SDSO Detective that he had adopted his ideology of hate for members of the Jewish religion approximately 18 month earlier. Based on my training and experience, I know that there is a process in which someone undergoes adoption of radical ideologies. This process can take several months or several years before a person actually commits to those ideologies. During the interview, Earnest also stated that he was inspired by individuals such as Adolph Hitler and Brenton Tarrant."The document also looks at a Facebook post, from a page investigators linked to Earnest. "Earnest made a posting in which he thought to draw attention to his forthcoming attack on the Chabad of Poway, share his views through his open letter, and offer people the opportunity to observe the attack itself," the document says.The document also contains statements referring to the alternative message board site 8chan, where many believe Earnest adopted a hateful ideology. "Earnest stated in the subject posting, "I've only been lurking for a year and a half, yet, what I've learned here is priceless." This information suggests that Earnest was inspired and/or educated by individuals who commented on his threads."The document explains how hard it is to track users on the site and how easy it is to modify or erase information on the site. For those reasons investigators wanted to keep the search warrant sealed.In attached files, the document shows comments from 8chan users asking "anyone had a decent read of the manifesto yet?"
