BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. Detailed rules about how different government departments should cooperate with each other to help vagrant children would be formulated in the revised regulation.The notice also urged the civil affairs authorities to organize social workers to provide one-on-one psychological counseling and aid services to street children.Educational authorities in locations where the vagrant children are originally from are required to facilitate their returning to schools or vocational institutions. Those from poor families can have their school fees reduced or waived.Yu Jianrong, a professor with the Chinese Academy of Social Sciences and an initiator of a grassroots campaign to help child beggars, begun in January, applauded the government's consistent efforts to help street children to resume a normal life."The notice definitely shows the government's determination to keep children away from begging or performing on the street.""However, seeing no vagrant children on the street doesn't mean all problems have been solved. The government should make more efforts to improve the social security network for children," he added.Ablikim has been working with a non-governmental organization in Urumqi of Northwest China's Xinjiang Uygur autonomous region that has helped about 300 children - originally from Xinjiang who turned up on the streets of more prosperous cities, begging and picking pockets - to reunite with their families or put them in child rescue centers.The 27-year-old Uygur volunteer, urged the police to carefully check the identities of adults who brought several children to the railway station or bus stops, as they could well be human traffickers.

WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.

BEIJING, Oct. 12 (Xinhuanet) -- Study found that women who took multivitamins may actually be at risk, media reports on Wednsday.Women who took the dietary supplements vitamin B6, folic acid, magnesium, zinc, copper, iron and multivitamins had a higher risk of death than women who did not.The new study, published in the Archives of Internal Medicine, examined more than 38,000 women aged 55 and older who took part in the Iowa Women's Health Study, which started in the mid 1980s. Researchers found the vitamins did nothing to reduce the risk of death and that most supplements have no positive effect on women's health.The study did not distinguish if the women in the study took the vitamins to fight diseases or to maintain health.Vitamin experts say the best way to make sure you are getting all necessary vitamins is to eat a well-balanced diet. The vitamins people take do not  depend on personal preference.

  

CANNES, France, Nov. 3 (Xinhua) -- Chinese President Hu Jintao on Thursday urged the world's major economies to work together to promote growth and financial stability."It is imperative that we stand on a higher plane, transcend differences on specific issues, move beyond short-term considerations, and jointly seek ways to overcome the crisis and sustain development," Hu told the Group of 20 (G20) summit here."At this critical moment, the G20 must work to address the key problems, boost market confidence, defuse risks and meet challenges and promote global economic growth and financial stability," said Hu.As the premier forum for international economic cooperation, the G20 must continue to demonstrate the spirit of standing together in times of adversity and pursuing win-win cooperation, he said.The Chinese president said "the current world economic situation deserves our high attention," cautioning the global recovery is fraught with instability and uncertainty and faces growing risks and challenges.Some major economies are experiencing economic slowdown and some countries are facing acute sovereign debt problems, said Hu.He also cited volatility in the international financial markets, and high inflationary pressure in emerging markets.Hu put forward a five-point proposal on what G20 nations need to do to tide over the crisis.First, the countries should ensure growth while paying attention to balance. Given the serious risks facing the global economy and continued market volatility, ensuring growth and promoting stability should be the top priority, he said."We should introduce new and strong measures to ensure that fiscal and monetary policies are fully implemented and that funding is channeled into the real economy to boost production and employment."Second, the G20 nations should strengthen unity and send a strong signal to the world as there is widespread panic and acute lack of confidence in the markets, said Hu.He urged G20 members to strengthen consultation and coordination, tackle sovereign debt risks, regulate cross-border capital flow, put the fluctuation of commodity prices under control, mitigate global inflationary pressure and make sure that the economic policies pursued by various countries do not offset each other.Third, global economic governance should be improved through reform, Hu said.The international financial crisis has highlighted the deficiencies in the global economic governance system, said Hu."Major efforts should be made to reform and improve the international monetary system, international trading system and commodity pricing mechanism," said the Chinese president.

  

SAN FRANCISCO, Nov. 1 (Xinhua) -- Yahoo, which has been rumored to sell all or part of its business, announced on Tuesday that it is buying data-driven advertising network Interclick for around 270 million U.S. dollars.Interclick is a technology company providing data targeted solutions and optimization technologies."This investment underscores our focus on enhancing the performance of both our guaranteed and non-guaranteed display business across Yahoo and our partner sites and, combined with Yahoo's reach and advertising leadership, will deliver a powerful solution for marketers," said Ross Levinsohn, Yahoo's executive vice president for the Americas region.Some analysts said Interclick's technology could help Yahoo to grow its display advertising market share as Google and Facebook have gained on or surpassed the company in the area.But the acquisition also raised questions considering Yahoo's financial situation after it reported last month its revenue in the last quarter decreased by 5 percent year-over-year. The company is also in a chief executive officer (CEO) search following the firing of former CEO Carol Bartz in September and amidst reports of a possible takeover.Although in a financial struggle, Yahoo still has around 700 million unique monthly visitors and its news division is the biggest online news site with around 81.2 million unique visitors in August.Tech giants like Google and Microsoft are reported to be considering providing finance for the acquisition of Yahoo by another company or a group of companies.In a report on Monday, Bloomberg News reported that Yahoo is leaning toward selling Asian assets and redistributing the proceeds to shareholders, rather than selling itself to a group of buyers. Yahoo's shares fell more than 5 percent after the possibility was reported.
