"Like, I was shocked."The interview came more than a week after Foster, 24, then a linebacker for the San Francisco 49ers, was arrested and charged with one count of first-degree misdemeanor domestic violence in Tampa, Florida. The sidewalk vendors who have set up shop along the Mission Beach boardwalk may soon have to a find a new place to sell their wares. It's part of a series of regulations a City Council committee advanced at its meeting Thursday. The vendors have come in waves after a new state law decriminalized the practice, reducing any fines to administrative. The city, as a result, is no longer enforcing its rules that conflict with the law. As such, the vendors have set up shop along Mission Beach and other areas with heavy foot traffic. On Thursday, the boardwalk had vendors selling jewelry, sports team beach bags, and even tobacco pipes. "I hope they don't take this area away from us, the tourists love us and we just love this area to set up and vend," said Tina Saito, who was selling the pipes and rock necklaces on the boardwalk. The state law blocks the city from instituting restrictions based on economics, so it can't stop a vendor from opening outside an established business. The city can, however, enact regulations based on public safety. As such, the city's proposed ordinance would require food vendors - like the ones that lined Balboa Park at Pride earlier this month - to have county health permits and a food handlers card. It would also restrict hours in parks, and place a summer moratorium on vending in Balboa Park. The city would also block vendors from popular areas like Newport Avenue in Ocean Beach, Garnet Avenue in Pacific Beach, the Mission Beach boardwalk, the La Jolla Shores boardwalk, and the area around Petco Park on Padre game days. Finally, it would disallow vendors from selling things like alcohol, drug and tobacco paraphernalia, and weapons. Saito, who sells the tobacco pipes, called that potential decision disappointing. The city economic development committee instructed staff to get more input on the rules from vendors before they go to the full council in September. 1923

The United States plans to end enhanced health screening of travelers from certain countries next week, and those visitors will no longer be funneled through 15 large U.S. airports.Those requirements were imposed in January to prevent the spread of COVID-19. The Centers for Disease Control and Prevention said the government will remove those edicts beginning Monday.The CDC said the current screening, which includes temperature checks and questioning travelers about COVID-19 symptoms, “has limited effectiveness” because some infected people have no symptoms or only minor ones. Travelers go through customs only after the health screening.The health agency said that of the 675,000 travelers who went through the process, fewer than 15 were found to have COVID-19 because of the extra screening.The health agency said that instead it will focus on other measures, including a stronger response to reports of illness at airports, collecting passenger-contact electronically to avoid long lines, and “potential testing to reduce the risk of travel-related transmission” of the virus.The extra health screening applies to people who have been in China, Iran, most countries in continental Europe, the United Kingdom, Ireland and Brazil. Most people coming from those countries who aren’t U.S. citizens have been barred entry to the country.The Homeland Security Department did not immediately respond to a request for comment Thursday.A trade group representing the nation’s largest carriers praised the change.“We continue to support spending scarce screening resources where they can best be utilized,” Airlines for America said in a statement Thursday, “and, given the extremely low number of passengers identified by the CDC as potentially having a health issue, agree that it no longer makes sense to continue screening at these airports.”Separately, 18 travel and airline groups asked the administration to start pre-flight virus testing as a way to reopen international travel. The vast majority of domestic terror events that have taken place in 2020 were conducted by white supremacist groups and other "like-minded extremists," according to a study by the Center for Strategic & International Studies (CSIS).The CSIS, which describes itself as a "bipartisan, nonprofit policy research organization," added in its study that while there has also been an increase in terror plots conducted by "anarchist" or "anti-fascist" groups this year, they accounted for 20% of domestic terror plots.In addition, the group said the number of domestic terror incidents that have taken place in 2020 is "relatively small" compared to other periods in U.S. history.In all, the CSIS reports that 41 terrorist attacks and plots between Jan. 1 and Aug. 31 were connected to white supremacists, violent far-right groups and people who indentifty as "involuntary celibates," or "incels." Twelve attacks and plots were linked to far-left groups and anti-fascists (antifa).The think tank added that far-right groups and far-left groups were each responsible for one fatal attack in 2020.The CSIS added that left-wing and right-wing violence are often intertwined, creating a "security dilemma." Both sides have rushed to arm themselves, and the arms race "inadvertently threatens the other side.""Since it may be difficult for individuals to distinguish between offensive and defensive arms, even efforts by one side to protect itself may motivate others to arm, creating a spiral of actions that leads to violence," the CSIS said.The findings by the CSIS stand in contrast with past statements from President Donald Trump, who often conflates violence from white supremacists and other far-right groups with violence from far-left groups, like antifa.Following the "Unite the Right" rally in Charlottesville, Virginia in 2017, in which a counter-protester was killed by the member of a far-right group, Trump said during a press conference that he thought there were "very fine people" on both sides of the conflict.During the first presidential debate, when he was asked to denounce the Proud Boys, a far-right extremist group, Trump told the group to "stand back and stand by."
