SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security.The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations.At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego.On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins.The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego.The operation has cost about .3 million, according to the County.It’s come from a mix of donations and money given to the county by the state.In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083

SAN DIEGO (KGTV) — Mission Valley's Gordon Biersch restaurant may be closing, but the brewery location will live on under a new local eatery.Puesto will take over the location of the well-known restaurant after it closes in July, according to the company. The Mission Center Road spot will be the Mexican restaurant's third location.Gordon Biersch is set to leave Mission Valley on July 16, though no reason was immediately given for the closure, according to paperwork filed by the company. The new restaurant plans to open in Fall 2019.The on-site brewery will give Puesto the opportunity to develop their own beer program, after collaborations with San Diego and Mexico breweries for years, in addition to its signature margaritas and cocktails.“The Puesto team has been doing cervecería collaborations for years now, working primarily with cervecerías in Mexico to create our own San Diego meets Mexico cervezas," Puesto co-owner Eric Adler said. "We’ve been looking for a space in San Diego for some time where we could develop our own cerveza program. This new space gives us the opportunity not only to brew, but continue bringing our innovative approach to authentic Mexican flavors to more of our hometown.”Puesto currently operates six restaurants around California, offering a variety of handmade tacos, bowls, and street food-style plates. 1525

SAN DIEGO (KGTV) - Jessica Reilly, a Navy Air Traffic Controller currently based out of San Diego, has a high-stress job, but turns to her artistic side as an outlet. She combines her passion for the Navy with creating comics, adding a little bit of Dungeons and Dragons (which she learned from her husband) to create Gobbo the Goblin, a Navy sailor.“I have managed to breed a comic series for the Navy that is also targeted toward Dungeons and Dragons players,” she said, laughing.She said she’s loved art since she was a child, and started drawing her first comics on whiteboards while aboard Navy ships. It’s grown from there. She has a cartoon version of herself that goes on adventures with Gobbo. She said her real-life experiences combined with stories from other sailors motivate the storylines, frequently making fun of the daily woes of Navy life.“There is an outlet and a want for people to see comics kind of tongue and cheek of their own culture,” she said.She said this comedic relief is a good mental break from a tense job.“My job, even though it’s stressful, especially as an Air Traffic Controller, I can take a break, and I can remind everybody else that it’s not so stressful,” she said.Her art has turned into a family business. Her husband, who is a Navy veteran and currently in the Army reserves, writes comic books and she illustrates them. She said the first time they teamed up, they brought the comic books to a show and they sold out on the spot. Their company, Five Realms, was supposed to have a table at Comic-Con, which was canceled this year. To win a spot at the show, they had to submit their comic book, which was reviewed by judges. “It’s a huge accomplishment for me and my husband and unfortunately it didn’t happen,” she said, adding that they hope to be there next year.Jessica’s work has been noticed by the Navy. She’s been selected to do an Instagram takeover of the Navy’s “At the Helm” page during the week of October 25. SAN DIEGO (KGTV) — Local health officials said Thursday a new case of vaping-related lung injury has been reported, as county leaders prepare to consider new vaping regulations.So far in San Diego, there have been 43 confirmed cases of vaping-associated lung injury with three cases under investigation. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.The CDC has said that vitamin E acetate and tetrahydrocannabinol (THC) are closely linked with e-cigarette, or vaping, associated lung injury. CDC recommends people avoid using THC-containing e-cigarettes or vaping products.RELATED: San Diego woman hospitalized with vaping illness warns others“Vaping-related lung injuries continue to be reported in the region and that’s concerning,” said Wilma Wooten, county public health officer.As of Jan. 7, the CDC has reported 2,602 hospitalizations or deaths from sudden and severe lung injuries associated with vaping.The San Diego County Board of Supervisors is set to discuss several potential local actions on regulating e-cigarette devices during a Jan. 14 meeting. Those ordinances include a ban on flavored tobacco sale and distribution, device moratorium, and restricting e-cigarette smoking to outdoor areas at restaurant. The ordinances would apply to unincorporated parts of the county.“As stewards of public health; we have a responsibility to raise awareness and act in the best interest of the public to protect them,” said Supervisor Fletcher. “Right now we simply do not know enough about the chemicals being consumed and their impacts. We are acting in a similar fashion to other jurisdictions in California, we are acting with an abundance of caution.” A second meeting on the ordinances will be held on Jan. 28. If the ordinances pass, they will go into effect July 1. 1902
