TOKYO (AP) — The five Olympic rings are back in Tokyo Bay. The rings were removed for maintenance four months ago shortly after the Tokyo Olympics were postponed until next year because of the COVID-19 pandemic. The rings are positioned on a barge and stand about 15 meters tall and 33 meters in length — about 50 feet tall and 100 feet in length. The Olympic rings will be lighted at night and are situated in the shadow of Tokyo's famous Rainbow Bridge. The Olympics are to open on July 23, 2021, followed by the Paralympics on Aug. 24. But the real people in need got next to nothing."The fraudsters out there are relying on your generosity your good wishes, the fact that you can’t say no when somebody says something like veterans or children or breast cancer- they want to tug on those heartstrings," said Yael Fuchs, President of the National Association of State Charity Officials (NASCO). "NASCO was formed so that state charity regulators can talk to each other, so that we can learn from each other, so that we can share tips and make sure that we are coordinating our enforcement efforts.”They often work together to take down the bad guys. And when they're not doing that, they're proactively following fundraising drives. “Do we see exorbitant amounts of money going to professional fundraisers- do we see big upticks in the salaries that the leaders of the charity are making,” Fuchs said.They look for ways in which people are being taken advantage of. So, how do you know who's good and who's not? Enter organizations like Charity Navigator. “We’re a database with all of the registered nonprofits in the United States,” said Michael Thatcher, President, and CEO of Charity Navigator. Thatcher says the company has grown to be the largest independent evaluator of nonprofits in the country. Basically, they give you all the tools you need to make the right decisions when it comes to donations.“Never charge the donor for access to the information and never charge the charities to be evaluated so you eliminate any potential conflict of interest,” Thatcher said If you're looking to give this year, he recommends focusing on how the organization is run, how they're making a difference in the world. Review their financial data, and ask questions - lots of questions. "How have they pivoted around COVID and how have they stayed true to their mission and also stayed in business?" Thatcher added.NASCO recommends you do extensive research. And be specific about the "cause" you want to support. “Where is my money going- how will it be used? Therapists are volunteering their time to help health care workers during the coronavirus pandemic.A nonprofit called The Emotional PPE Project is connecting medical workers in need with licensed mental health professionals. They can contact each other directly.“We think that's actually very important, because there are so many barriers to people receiving help, one of them being concerns about licensing implications or concerns about stigma,” said Dr. Daniel Saddawi-Konefka, Board Director and Co-Founder of The Emotional PPE Project.Saddawi-Konefka says it started with a simple text from his neuroscientist neighbor in March, saying “what can I do to help?”Together, the two of them created the online directory for volunteer therapists.While others were talking about ventilator and PPE shortages, Saddawi-Konefka realized resilience would be a crucial problem.“Health care workers, they experience higher levels of burnout, higher levels of depression, and despite that are less good at asking for helping, are less good at reaching out for help,” said Saddawi-Konefka.The group hopes to keep the program alive through the pandemic. Transportation officials are warning of what they call a "death spiral" if public transit does not get the federal funding it needs to stay afloat.Ridership has fallen by 90 percent since the pandemic as departments find themselves strapped for cash.“Without transit, there is no economic recovery,” said Corinne Kisner, executive director of the National Association of Transportation Officials (NACTO).The American Public Transportation Association estimates 36 million Americans relied on public transportation in 2019, with about 36 percent of that servicing essential workers, according to the advocacy group TransitCenter.“The reality is that transit agencies are in an existential crisis,” said Kisner.Once ridership dropped across the country, public transportation departments saw their revenues plummet. Beth Osborne with Transportation for America, a public advocacy group, says aside from ride fares most transit money comes from sales tax, which also took a hit when the economy shut down.“It really does have tentacles that affect so much of our economy, of our health, of recovery and getting through this,” said Osborne.In San Francisco, the revenue drop has led to Bay Area Rapid Transit dropping more than 50 percent of its service. The story is similar for most major city transit systems.“We’re really limping along and hoping Congress will approve more funding for us,” said Jim Allison, spokesman for BART. “We’re doing what we can to try and get essential workers to and from where they need to go, but beyond that, it’s not much of a service compared to what we used to provide.”The billion in CARES Act funding alleviated some woes early on, but officials estimate billion more is needed to make it through the end of the year, and right now, no package is in place.If departments don’t find an answer, NACTO says 30,000 jobs could be lost because of stalled capital improvement projects.A lacking service could also mean a life or death scenario for more than just transit departments.“We need people to get tested,” said Osborne. “In many places, they have said they will not test anyone who does not arrive in a car.
