SAN DIEGO (KGTV) - Some business owners in downtown San Diego claim a new bike lane on 6th Avenue is hurting their ability to operate.“We’re having a lot of issues with loading,” said Bon Pinak, the general manager of Thosakan, a Thai restaurant on 6th Ave.The new protected bike lane was placed along the curb. All the parking on the east side of the street was removed, as well as most of the loading zone.Only two spots were left for vehicles. Posted signs say they can be used for 20 minutes for commercial loading until 6 p.m. After 6 p.m., it turns into three-minute passenger loading.“I got a ticket three days ago,” said Remzi Kaval, owner of the Coffee and Talk cafe on 6th.He said he was unloading some supplies in one of the spaces, but it was after 6 p.m.“We don’t have any space where we can park.”The new protected bike lanes have been installed in various places across the City recently. Both as an attempt to make biking safer but also to meet the City’s climate action goals.“It’s great. I don’t have to worry about getting hit,” said Jordan Green, who bikes through the area regularly.“Protected bikeways provide a safe, designated space for cyclists, keeping sidewalks clear for pedestrians,” wrote a spokesperson for the City of San Diego.As for the particular block between B Street and C Street, the City did not indicate any interest in changing the layout.“A small number of curbside loading zone spaces were removed from this block on the east side of 6th Avenue, but there are yellow loading zones available farther up and down 6th Avenue and on adjacent streets. Drivers are encouraged to follow posted signage,” wrote the City. 1664

SAN DIEGO (KGTV) - Six people inside a minivan that drove down a flooded road near Fashion Valley mall were rescued Friday, according to a San Diego Fire-Rescue official. Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Border Patrol agents arrested Lance Cpls. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789

SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. There was fear a lot of homes were bought as investments and they were being left empty," said Dan Fumano, a reporter with the Vancouver Sun who has covered the issue extensively.RELATED: Facing It Together: San Diego college students cope with homelessnessVancouver assessed a 1 percent levy on a home's assessed value for homes occupied less than half the year. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging.
