CAIRO — Egypt's state TV says the country's former President Hosni Mubarak, ousted in the 2011 Arab Spring uprising, has died at 91. The TV says Mubarak died at a Cairo hospital where he had recently undergone surgery. The report said he had health complications but offered no other details. Mubarak, who was in power for almost three decades, was forced to resign on Feb. 11, 2011, after following 18 days of protests around the country. The Arab Spring uprisings had convulsed autocratic regimes across the Middle East. California is giving childhood victims of sexual abuse more time to decide whether to file lawsuits, joining several states in expanding the statute of limitations for victims over warnings from school districts that the new rules could bankrupt them.The law signed Sunday by Gov. Gavin Newsom gives victims of childhood sexual abuse until age 40, or five years from discovery of the abuse, to file civil lawsuits. The previous limit had been 26, or within three years from discovery of the abuse.It also suspends the statute of limitations for three years — beginning Jan. 1 — giving victims of all ages time to bring lawsuits if they wish.“The idea that someone who is assaulted as a child can actually run out of time to report that abuse is outrageous,” said Democratic Assemblywoman Lorena Gonzalez, the author of the bill.California is at least the third state this year to take this step. Earlier this year, New York and New Jersey raised their statutes of limitations to age 55. New York also suspended its statute of limitations for one year, leading to hundreds of lawsuits against hospitals, schools, the Roman Catholic Church and the late financier Jeffrey Epstein.Similar lawsuits could follow in California. Seattle-based attorney Michael Pfau says his law firm represents about 100 childhood sexual abuse victims across the state who were waiting on the bill to become law so they can file lawsuits against the Boy Scouts, foster homes, schools and “almost every Catholic Diocese in the state.”“The breadth of it is staggering,” he said.The victims include Rich Clayton, who was sexually assaulted by an assistant scout master at his Boy Scout troop at Travis Air Force base in the early 1980s. Clayton, now 50 and living in Hawaii with his wife and five children, said in an interview he spent time in rehab for drug and alcohol abuse.A few years ago, Clayton learned his abuser had gotten out of prison, committed another crime, then was sent back to prison and released again. The news sent him in another spiral of drug and alcohol abuse until he tried to hang himself in his closet last year, only to be discovered by one of his children.“I’ve turned my life back in a positive direction, and I’m trying to work through that event,” he said.Clayton said he did not sue the Boy Scouts earlier because he “tried to bury that stuff so deep.” He said he did not fully understand the extent of the trauma he had been through until he went through counseling. Now, he wants to hold those responsible accountable.Without this law, Clayton said: “Those people that are stuck in some sort of past trauma that happened to them are going to still be stuck.”A statement from Boy Scouts of America said the organization cares “deeply about all victims of child abuse and (we) sincerely apologize to anyone who was harmed during their time in Scouting.” The statement noted the organization has put in safeguards like mandatory youth protection training and background checks while banning one-on-one interactions.Even before this year, the Boy Scouts’ finances were strained by sex abuse settlements, and the organization’s situation has worsened with the recent passage of victim-friendly laws in populous states. The organization says it is exploring “all available options” and has not ruled out filing for bankruptcy — an outcome considered virtually inevitable by some of the lawyers filing sex-abuse lawsuits.Much of the opposition to the law in California came from school districts, which warn the law goes too far. Lawsuits filed up to four decades after the fact make it much harder to gather evidence because witnesses are more likely to have moved away or died. Plus, the law changes the legal standard for liability, making it easier for victims to win in court.And if victims can prove entities tried to cover up the abuse, the court can multiply the damages by three.“We don’t want to minimize or trivialize the trauma that’s associated with inappropriate sexual conduct in schools,” said Troy Flint, spokesman for the California School Boards Association. “This bill has a very real chance of bankrupting or impoverishing many districts which would inhibit our ability to properly serve today’s students and students in years to come.” 4270

Boeing on Sunday said some of its 737 planes, including many 737 Max aircraft, may have faulty parts on their wings. It's the latest problem Boeing faces as it tries to get its most important and popular airplane, the grounded 737 Max, back in the air.Working with the Federal Aviation Administration, Boeing said it has reached out to airlines that fly 737 planes, advising them to inspect their slat track assemblies on Max and NG aircraft. The 737 NG series includes the 737-600, -700, -800 and -900 planes.Leading edge slats are an aerodynamic control surface that extend from the front of the wing. Some the tracks may not meet manufacturing standards and may need to be replaced, Boeing and the FAA said. They said if the parts are found to be defective, airlines should replace them before returning the planes to service.The faulty parts could fail prematurely or crack. The FAA said a part failure would not bring down a plane, it could damage an aircraft while in flight.Boeing has sent out a service bulletin and the FAA will issue an airworthiness directive requiring airlines to inspect and repair its slat track assemblies within 10 days.The company discovered the problem Friday, when Boeing was meeting with the parts supplier. Boeing employees noticed some of the parts were not heat treated, which led them to believe there might be a safety issue.The development comes as Boeing seeks to get the 737 Max back in the air. The plane was grounded worldwide after a fatal crash of an Ethiopian Airlines jet in March, which followed a fatal crash of a Lion Air jet in Indonesia in October. Crash investigators have focused on an automatic safety feature on the jet as a possible contributor to the crashes.The newly discovered issue affects 148 slat tracks produced by a single supplier, Boeing said. The company said it believes 20 737 Max and 21 737 NG planes may have defective slat tracks. But the FAA advised airlines to check an additional 179 Max planes and 133 NGs to determine if there parts are also faulty. Of the group that needs to be inspected, 33 Max and 32 NG planes are in the United States.The company and the FAA said it has not been notified of any incidents related to the tracks on operating flights, and the fix should take a couple days to complete."We are committed to supporting our customers in every way possible as they identify and replace these potentially non-conforming tracks," said Kevin McAllister, CEO of Boeing Commercial Airplanes, in a statement. 2512

BOULDER, Colo. – A Boulder, Colorado, family says their son was stuck with a hypodermic needle while playing near a creek by the Park East Park. Now, the family is warning parents to have a talk with their children.Wade Green says his four-year-old son was on a play date with another kid when he found a needle. Green’s son picked up the needle and started playing with it. The nanny who was watching him asked the four-year-old what it was and he said it was a pH meter. It wasn’t until Green’s son made it home and showed the needle to his wife that someone realized what it was. The family lives near their pediatrician and immediately took their son to see him.“Examining him a little further, (the doctor) noticed two needle marks in his hand,” Green said. “When it happens to your own child, it’s just a heart wrenching.”So far, the four-year-old has taken two tests to see whether he has contracted a transmittable disease. He will have to undergo two more tests before being given the all-clear by doctors. This is not the only time people in the community have found needles laying around.“Two days before, a neighbor had told my wife that they had found a needle at the park east playground and they weren’t going to go there anymore because they didn’t feel like it was a safe place to take their kids,” Green said.
