SAN DIEGO (CNS) - A City Council committee Wednesday unanimously directed the City Attorney's office to draft an emergency declaration over a lack of shelter space, which has exacerbated a deadly outbreak of hepatitis A among San Diego's homeless population.A declaration regarding shelters is already in place. SAN DIEGO — With in-restaurant dining now outlawed amid the Coronavirus outbreak, a South Park neighborhood bistro has transformed itself into a local grocer where shoppers can get produce, milk, eggs, and - yes - toilet paper.Ownership at Eclipse Chocolate made the move this week to help the business get through a time when they can't carry out the core of their business - in house dining. "We were already selling our own chocolate, we're also selling local food brands, we do that all the time, so really it was just a matter of rearranging our own furniture," said Daniel Youngren, a co-owner of the eatery. Restaurants across San Diego County have been hit hard due to the restrictions, with many either shutting down or offering discounts for takeout. More than 126,000 San Diegans work in the industry, which has seen employees either lose their jobs or have their hours cut.Youngren says Eclipse Chocolate is no exception, with a number of its 20 employees seeing fewer hours and applying for unemployment assistance. Still, he says this allows the restaurant to make up at least a portion of the revenue lost and keep some workers busy, while also fulfilling its mission of getting food to people who are hungry.On Thursday, Eclipse Chocolate had used the tables from its dining room to offer apples, tomatoes, onions, cauliflower, to name a few. SAN DIEGO (CNS & KGTV) -  Police believe a woman who crashed her car into a home in Talmadge  was intoxicated at the time.The crash happened about 2:30 p.m. Saturday at a home on Winona Avenue near Lucille Drive, according to San Diego police.A 23-year-old woman was driving her 2017 Honda on Winona Avenue at a high speed when she veered off the road and ran into the corner of a nearby home, according to San Diego Police Officer Robert Heims. The woman suffered serious head injuries and fractures to her right leg, and had to be taken to a hospital.No one in the home was injured.Police processed the driver for allegedly driving under the influence, Heims said.A building engineer was called in to assess structure damage, and the Red Cross helped with two residents displaced by the crash, San Diego Fire-Rescue spokesman Jose Ysea said. 880

SAN DIEGO (CNS) - A 66-year-old man was hospitalized Saturday morning with wounds he suffered in a stabbing in the Mira Mesa neighborhood of San Diego and a 19-year-old suspect was in custody.The victim was walking in the area of Westview Parkway and Galvin Avenue about 9:10 p.m. Friday when he got into an argument with the suspect, who stabbed him three times, then ran away through the parking lot of a business, according to Officer Robert Heims of the San Diego Police Department.The victim was stabbed in the chest and suffered cuts to his stomach and finger. He was taken to a hospital for treatment of non life threatening injuries, Heims said.Police searched the area and located the suspect, identified as Dejon Heard, and took him into custody, Heims said.Anyone who witnessed the stabbing was asked to call San Diego police Northeastern Division detectives at 858-538-8000 or Crime Stoppers at 888-580- 8477. 929

SAN DIEGO — A growing number of restaurants in San Diego want to wall off the parking spots outside their front doors and replace them with tables.The concept is called a Parklet, and the city of San Diego appears to be ready to embrace it - at least until social distancing mandates lift. "It's San Diego. We're getting the most beautiful weather of the year. Let us have some seats out there. Let us have some tables," said Merritte Powell, who owns La Puerta restaurant on 4th Avenue. Powell is readying an application to the city that would allow him to build on a curbside section of the street in front of his restaurant and put more seating. He says it's key to survive amid social distancing restrictions, which have limited his capacity. In fact, La Puerta even with hourlong waits still only pulls in 50 percent of the revenue it would have made before the Coronavirus outbreak. On bad days, revenue drops by as much as 70 percent. "Because of the way the seating is, because of the social distancing, stuff like that, I'm nowhere near where I need to be," Powell said. On July 7, the City Council will consider an urgency ordinance that would waive some fees for Parklets and help streamline their construction. Restaurants from downtown, Little Italy and North Park are all readying applications. The opportunity could help level the playing field for restaurants on streets that cannot be closed to vehicle traffic for on-street dining. The city has already permitted road closures on 5th Avenue and India Street for restaurants to expand. A stretch of North Park could be next.
