The sustaining severe drought ravaged this region since last October and made no harvest of cropsOn his trip, Wen went to drought-hit villages, farmlands and reservoirs to learn about the impact that the drought had on local life and farm production.The drought has resulted in a direct economic loss of 23.66 billion yuan and left more than 18 million locals short of drinking water as of Tuesday, according to latest figures from the Ministry of Civil Affairs.Despite all those adverse conditions, Wen said China "should strive for a good harvest this year".The premier said priority should be given to the preparations for spring farming, urging local governments to make utmost efforts to combat the drought, prevent plant diseases, and ensure a good supply of fertilizer, pesticide and seeds.He also called for local governments' efforts to encourage farmers to expand the area of spring farming.The Chinese government set a goal in February, targeting grain output to exceed 500 billion kg this year.The country's grain output reached 530.8 billion kg in 2009, representing the sixth straight year of increase in output and exceeding 500 billion kg for the third consecutive year.

BEIJING, April 6 (Xinhua) -- China's outstanding external debt reached 428.6 billion U.S.dollars by the end of 2009, up 14.4 percent from a year earlier, the State Administration of Foreign Exchange (SAFE) said here in a statement on its website Tuesday.The figure excluded Hong Kong Special Administrative Region (SAR), Macao SAR, and Taiwan.The country's registered foreign debt was equivalent to 266.95 billion U.S. dollars by the end of last year, up 2.5 percent from the 2008 level. Outstanding trade credits stood at 161.7 billion U.S.dollars, according to SAFE.China's foreign debt service ratio was 2.87 percent, while the foreign debt ratio and liability ratio stood at 32.15 percent and 8.73 percent, respectively, SAFE said.Mid- and long-term external debt, accounting for 39.52 percent of all outstanding foreign debt, totaled 169.39 billion U.S.dollars by 2009, most of which came from manufacturing and infrastructure construction in transportation, storage and postal services, it said.Short-term external debt rose 23 percent to 259.26 billion U.S.dollars year on year by the end of 2009, accounting for 60.48 percent of the total.New mid- and long-term debt in 2009 declined 38.18 percent to 22.45 billion U.S.dollars from a year earlier.China repaid principals for mid- and long-term loans of 34.19 billion U.S. dollars and 3.63 billion U.S. dollars in interest in 2009, up 46.78 percent and down 12.64 percent year on year, respectively, said SAFE.

Under no circumstances will China change its opening-up policy," said Yi Xiaozhun, China's vice minister of commerce.Addressing a WTO session reviewing China's trade policies in the past two years, Yi said his country was still going through a period of rapid industrialization and urbanization, a process that "will unleash enormous demand for investment and consumption.""It is predicted that China's total imports will exceed 7 trillion U.S. dollars in the next five years," Yi told delegates from the world trade body's 153 members.According to the official, many uncertainties still exist in the global economy, with major developed countries still in slow recovery and the international money and bond markets haunted by potential crisis.In the meanwhile, China, which suffered severe impacts by both natural disasters and the global economic crisis, still faces a big challenge in creating jobs at home."China still has 150 million people living in poverty.
