RICHMOND, Va. – Virginia Governor Ralph Northam and First Lady Pamela Northam have tested positive for COVID-19.On Wednesday they were notified that a member of the Governor’s official residence staff, who works closely within the couple’s living quarters had developed symptoms and had tested positive for COVID-19.The Governor and First Lady received PCR nasal swab tests Thursday afternoon and both tested positive for COVID-19, the governor’s office said.They added that Governor Northam is experiencing no symptoms and First Lady Pamela Northam is experiencing mild symptoms.The release said the Governor and First Lady will isolate for the next 10 days and evaluate their symptoms.The Governor will fulfill his duties from the Executive Mansion.“As I’ve been reminding Virginians throughout this crisis, COVID-19 is very real and very contagious,” said Governor Northam. “The safety and health of our staff and close contacts is of utmost importance to Pam and me, and we are working closely with the Department of Health to ensure that everyone is well taken care of. RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. Gavin Newsom signed a bill into law on Tuesday that makes low-income adults age 25 and younger eligible for the state's Medicaid program regardless of their immigration status.State officials expect the plan to cover about 90,000 people and cost taxpayers million. California already covers children ages 18 and younger regardless of immigration status.The law will not give health insurance benefits to everyone 25 and younger, but only those whose income is low enough to qualify.Newsom and Democratic legislative leaders say they plan to further expand coverage to more adults in the years to come. Republican President Donald Trump has called the move "crazy ."Advocates of the measure say it's a way to improve the health of immigrants in the state by providing them with access to the medical care they need.Many immigrants who are in the country illegally are already enrolled for some government-funded programs, but they only cover emergencies and pregnancies.Democrats had pushed to expand the coverage to even more adults, but Newsom rejected the proposals, saying it would cost about .4 billion to provide coverage to all California adults living in the country illegally.
