VISTA, Calif. (KGTV) -- Californians are getting ready for a new set of businesses to reopen after June 12, 2020. Last Friday, the state released specific COVID-19 guidelines for several industries, including gyms, bars, and hotels. Vista Fitness owner Brian Belasco is setting up cones in his parking lot to create social distancing spots for his patrons. He's doing this well in advance of the state's gym reopenings on June 12."Being able to reopen means the world to us," Belasco said. Last Friday, Gov. Gavin Newsom released specific guidelines for the next group of industries allowed to reopen with modifications, no sooner than June 12, 2020. They include gyms, schools, film production, professional sports, bars and wineries, hotels, cardrooms, family entertainment, museums, and zoos. Since mid-March, Belasco said his trainers have been successfully teaching online workout classes. "We just finished a virtual challenge," Belasco said. "We had members losing up to 30 pounds in 28 days."But he said he is ready to see his members in person. "It's the camaraderie, especially times like right now, bringing people together that is our specialty," Belasco said. That is why he says he is implementing many of the State's new gym guidelines, which include:Limiting the number of members insideConducting temperature and health screenings upon entryStaggering lockers and machinesProviding disinfecting wipes or gel for hands and equipment No sharing water bottles or towelsWearing masksFor weeks, Belasco has been practicing these guidelines already with his coaches and volunteers. "They get called in one by one, temperature check, foot bath, hand sanitizer, and then they get pointed to their station, and they're all spread out in this room," Belasco said as he pointed at the mat in the middle of the gym. So when June 12 rolls around, Belasco said the new guidelines will seem like old news. "We've been ready. We've been researching. We have all of the supplies, and we are ready to go," Belasco said proudly. All businesses in this category will require the San Diego County Public Health Officer's approval before they can reopen. VISTA, Calif. (KGTV) -- The man accused of killing his mother in her Oceanside home pleaded not guilty. He was not granted bail. Quiet and still. Anthony Sardina stood in front of Honorable James Simmons Jr., denying any involvement in his mother's murder. "Not guilty plea is entered on Mr. Sardina's behalf," Judge Simmons said.  The 37-year old is accused of killing his mother, 64-year-old Regina Sardina. The heinous crime was discovered by Anthony's younger brother, who found Regina's body in their Oceanside home Sunday afternoon. The deputy district attorney told reporters for the first time that Sardina used a knife to kill his mother."Anthony Sardina was arraigned on a complaint alleging one count of murder as well as what is known as a 'felony strike prior allegation,' and attached to the murder charges is the allegation that he personally used a knife in the commission of the offense," said deputy district attorney Robert Bruce.After the attack, investigators said Sardina took his mother's car to a nearby Hobby Lobby and caught a cab. Police arrested him shortly after tracking him through the cab company. "Oceanside did a terrific job investigating this offense, bringing it to the DA's office, we charged it quickly, and the case continues to be investigated," Bruce said. 10News found Anthony Sardina has a lengthy criminal felony record, with arrests dating back to 2009, and as recently as July 31st of this year. This ultimately led to him getting no bail. "The judge said no bail on the case, both on the murder charge, because of the nature of the charge, and the fact that he is on probation from a prior offense, which carries no bail," Bruce said. If found guilty, Sardina faces 51 years to life in prison.   1791

Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. Now they have a single general election,” Hughes said. “The last 20 years we’ve seen this huge growth, even between 2016 and 2020 we’ve seen five more cities adopt ranked-choice voting.”Why is Maine making the change now, in the brink of a critical presidential race? It’s a decision that was made four years ago. In 2016, the Ranked Choice Voting Act was passed by Maine voters, which meant ranked-choice voting would be used in certain statewide elections going forward.However, with every type of voting -- and there are many methods -- there are pros and cons.“In simpler elections ranked choice voting is probably going to do a decent job. But in more complicated elections where there are a bunch of candidates and it’s a tight race you run more of a risk of anomalies occurring,” said Aaron Hamlin with The Center for Election Science.What does this voting method mean for Maine, and the U.S. as a whole this election?“Ranked choice is going to come into play in the United States Senate race here in Maine,” Brewer said.“It’s not inconceivable that the Maine Senate race ends up deciding control of the U.S. Senate, and we're not going to know the outcome of the Maine Senate rate on election night. I can't imagine we will. It's going to be days after.” That is, if one of the Senate candidates doesn’t receive a 50% majority vote.“You don't have to start the reallocation process unless someone fails to get 50%,” he said.This Election Day, five more cities and two states, Alaska and Massachusetts, will vote on using ranked-choice voting in their future elections as well. 2920
