BEIJING, Nov. 13 (Xinhua) -- A senior Chinese leader has urged authorities in southwest China's Chongqing municipality to step up their efforts to promote social harmony and increase investment to improve the people's standards of living.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during an inspection of the city from Thursday to Saturday.Zhou called on local authorities to seize development opportunities while working for coordinated development between urban and rural areas. Zhou Yongkang (C), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, visits 70-year-old Jiang Xiaoming (L) and his family members in the Shahe Sub-district of the Wanzhou District of Chongqing, southwest China, Nov. 11, 2010. CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.

BEIJING, Jan. 6 (Xinhua) -- China Thursday called on parties involved in the Cote d'Ivoire crisis to solve disputes and differences through dialogue."We appreciate the positive efforts of the African Union (AU) and the Economic Community of West African States (ECOWAS) to promote a peaceful settlement of the Cote d'Ivoire crisis," said Foreign Ministry spokesman Hong Lei at a regular press briefing.Cote d'Ivoire has been in political crisis after both incumbent President Laurent Gbagbo and his rival Alassane Ouattara claimed victory in the presidential run-off of Nov. 28.The AU and the ECOWAS have sent a joint five-member high-level delegation to the Cote d'Ivoire to seek a peaceful resolution to the country's political crisis.Hong said peacefully settling the crisis is in the common interests of west African countries. He urged the parties involved in the crisis "to settle differences, achieve political reconciliation, and maintain national peace and stability through consultation."

  

BEIJING, Jan. 15 (Xinhua) -- Qiushi, or "Seeking Truth," the official magazine of the Communist Party of China (CPC) Central Committee, will publish an article by senior CPC leader Zhou Yongkang on Sunday. In the article, Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, called for an education and practice campaign in 2011 to foster a politically steadfast, professionally competent and impartial law-enforcement force with a superior work style. Zhou is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.

  

BEIJING, Nov. 21 (Xinhua) -- The State Council, China's cabinet, announced Sunday a slew of measures to rein in rising commodity prices to ease the economic pressures on the people.Local governments and departments are required to boost agricultural production and stabilize supply of agricultural products and fertilizer while reducing the cost of agricultural products and ensuring coal, power, oil and gas supplies, the State Council said in a seven-page circular.The cabinet urged local departments to step up vegetable-planting efforts while stabilizing winter vegetable production and strengthening grain and edible-oil production field management to ward off supply shortages.To reduce delivery costs, road tolls for vehicles transporting fresh- and live-farm produce will be forbidden from Dec. 1, the circular said.The cabinet also ordered local authorities to continue to reduce the prices of power, gas and rail-transport for chemical-fertilizer producers while ensuring coal supplies for power generation companies and increasing production of oil -- especially diesel -- to guarantee sufficient supply.Local governments must temporarily disburse subsidies to needy people and increase allowances for poor students and student canteens, the circular added.Local authorities were ordered to establish coordinated social-security mechanisms that promise a gradual rise in basic pensions, unemployment insurance and minimum wages.Local departments were also ordered to adjust prices promptly and to impose temporary price controls on important daily necessities and production materials where necessary.Market monitoring will be intensified to clamp down on hoarding and speculation in major agricultural products, the circular added.Chinese decision makers have made price controls a top priority, as the consumer price index (CPI), the main gauge of inflation, rose to a 25-month high of 4.4 percent in the 12 months to the end of October. The hike was mainly due to a 10.1-percent surge in food prices. Food prices have a one-third weighting in China's CPI calculation.China has been moving to mop up excessive liquidity to combat inflation, with the latest move to target over-liquidity in the banking system.The People's Bank of China, or the central bank, said Friday it would raise capital reserve requirements by 50 basis points for all the banks of the country for the fifth time this year to control credit and liquidity.
