(KGTV) - Police have arrested three people in the death of a man found slumped over the steering wheel of his still moving vehicle.Chula Vista Police arrested Britney Canal, 29, of Chula Vista, Cesar Alvarado, 39, of National City, and Michael Pedraza, 27, of San Diego, in the murder of 59-year-old Mario Serhan.Witnesses found Serhan slumped over the steering wheel of his vehicle with an apparent gunshot wound to the head just before 1 p.m. on April 11. CHULA VISTA (KGTV) -- The Chula Vista Elementary School District says families can now pick up both breakfast and lunch meals in one trip, the district announced Wednesday.CVESD is working with families to make the meal service more accessible and increase participation. Previously, the service was offered over to two different sessions for breakfast and lunch requiring families to make two trips.The hours are: 10:00 a.m. to 12:00 p.m. each day, the district said.Schools throughout the county are continuing to provide free meals to students in need amid the COVID-19 outbreak.CVESD is also extending the "grab-and-go" meal service at all nine school sites through spring break, March 23-27 and March 30 to April 3."Students who are receiving the meals must be physically present. (KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. "It is with this information, and with our continued commitment to the safety of our students, families, and staff, that we announce the continuation of distance learning for the remainder of the semester through December 2020," the district said in an email to families."As was outlined in our reopening plan earlier in the summer, our next checkpoint will be by November 30, 2020, to determine how we will start the second semester in January 2021," officials said.SUHSD is the first school district to commit to closing its campuses through the remainder of the year.The district kicked off its school year online on Aug. 3, the first district in the county to start the fall semester.Under the distance learning model, students are attending three virtual classes per day with 30 to 45 minutes of virtual face time with each teacher. CHULA VISTA, Calif. (KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. The top two vote-getters in June move on to a November runoff. Gastelum's campaign statement has no anti-Muslim comments. Instead, it talks about cutting taxes, eliminating Chula Vista's welcoming city program, and bringing Amazon back to the table to put its headquarters here. The Otay Water District board censured Gastelum last year.
